About us

The Council of Ambulance Authorities (CAA) is a not-for-profit national charity and operates as the peak body for the Australian, New Zealand and Papua New Guinea ambulance sectors.  The CAA works tirelessly to collaborate on ambulance and pre-hospital issues of metropolitan, regional, national and international significance. We stand alongside ambulance services, healthcare professionals and researchers to build community awareness and foster new thinking in patient centered care by ambulance healthcare services.

The CAA was set up in 1962 with the aim to provide ambulance service CEOs a networking opportunity to discuss issues, learnings and achievements current to the pre-hospital industry.

Member services collective knowledge and expertise provides a sound foundation to explore opportunities for improvement and innovation and to advocate on the sector’s behalf in key areas.

 

Australia, New Zealand and Papua New Guinea collectively have a paramedic workforce of more than 17,000 supported by more than 11,000 trained volunteer first responders. 

The Council of Ambulance Authorities (CAA) represents the eleven statutory ambulance services across Australia, New Zealand and Papua New Guinea, which employ these paramedics who are sought after across the world for their clinical skills, knowledge and experience. 

Equally, the expert workforce from call takers and researchers, fleet supervisors to strategic business analysts, contribute to the delivery of an unrivalled service to foster and build the health and wellbeing of Australian, New Zealander and Papua New Guinea communities in cities, towns and isolated remote regions.

 
 
 

CAA represents a unified voice for the Ambulance Health Sector working to respond to changing community needs with patient-centred practices. 

Ambulance service representatives on three committees, four forums and eight working groups contribute to CAA’s focus on evidence-based initiatives and projects designed to keep ambulance services at the forefront of paramedicine. 

CAA’s national events and representations in international forums build on strategic relationships with government and agencies to help address challenges and deliver optimum services. 

The Chief Executive Officer reports to the Board comprising of chief executives from each service.

Our work in the pre-hospital sector seeks to build on the strengths of ambulance services, address their challenges and promote the unique role they play in the health and wellbeing of all communities to governments, agencies and the public.

Chief Executive

The CEO provides high-level governance advice to the CAA Board on matters impacting ambulance services for member jurisdictions and provides executive leadership to the delivery of the CAA’s work activities in accordance with the strategic direction set by the CAA Board.

The Chief Executive reports to the CAA Board and works collaboratively with all members of the CAA Board, CAA Committees and Forums to achieve the strategic outcomes and objectives of the CAA.

 
 
 

Key responsibilities & duties

The Chief Executive Officer is responsible for the following duties:

  • Providing executive leadership and support to the CAA, in accordance with the direction set by the CAA Board.

  • Leading the delivery of the CAA annual work plans for committees, networks and working groups, including providing critical analysis and advice on emerging policy issues that affect ambulance services.

  • Leading initiatives that will benefit the development of the ambulance sector across Australasia.

  • Providing high level advice to the CAA Board on matters impacting the delivery of ambulance services of its jurisdictional members.

  • Providing high level governance services to the CAA Board to ensure accurate records of business conducted at the CAA Board and committee meetings is captured and maintained.

  • Brokering and liaising with jurisdictional member services to leverage opportunities, share information and resources to achieve the strategic objectives of the CAA Board and to benefit ambulance services.

  • Developing collaborative relationships between member authorities that encourage productive joint ventures.

  • Ensuring the CAA performs its functions effectively and efficiently, and always in the collective best interests of the jurisdictional members.

  • Ensuring that the CAA complies with all applicable regulatory requirements, including those associated with the operation of a charitable institution.

  • Ensuring that the members of the CAA, its Committees and the wider ambulance community are well informed on matters of significance in relation to pre-hospital care and ambulance practice across Australasia.

  • Maintaining effective systems of governance and management, including effective internal policies and controls, and record keeping and ensuring compliance with those instruments.

  • Ensuring appropriate and transparent audit and risk management activities are undertaken.

 

What success looks like:

The successful Chief Executive Officer of the CAA will:

  • Have a proven record of successfully leading organisations and teams in a complex, multi-jurisdictional or multi-agency environment.

  • Maintain productive relationships the Chairperson and the CAA Board, jurisdictional members and their key representatives, and develop a strong understanding of the operating environment, challenges and risks of each ambulance jurisdiction.

  • Ensure the creation and ongoing effectiveness of systems, processes and capabilities to identify and facilitate sharing of information, innovation and best practice across jurisdictional members.

  • Maintain a strong awareness of the political, social and health environment and provide the CAA Board and jurisdictional members with advice around emerging challenges and opportunities.

  • Deliver outcomes required by the CAA Board within budget and on time.

  • Understand and navigate the regulatory environment associated with a charitable incorporated association.

  • Ensure CAA is comprised of high performing teams and individuals, with a positive and safe workplace culture.

  • We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:

    • Demonstrated experience at a senior executive or chief executive level to provide high level advice, shape the strategic direction and vision for complex organisations, and influence the development of strategic responses to changing industry or jurisdictional factors.

    • Demonstrated experience in leading the development, implementation and operationalisation of strategic objectives, priorities and purpose into organisational frameworks, performance outputs, and programs of work to deliver on the strategic objectives and vision.

    • Proven ability to communicate with influence and lead others in an environment of change and transformation and to operate with a high level of integrity and accountability.

    • Proven experience in representing large, complex organisations in a wide range of forums with internal and external stakeholders and industry groups.

    • Highly developed leadership skills including a capacity to develop high performing teams, strategically manage change and foster innovation to improve capability.

    • Whilst not mandatory, possession of relevant tertiary or postgraduate qualification/s in a business-related discipline will be highly regarded.

    • The Chief Executive Officer may be required to travel on official business.  Travel and accommodation with be arranged through the CAA Secretariat office, and reasonable out of pocket expenses will be reimbursed.

  • Pre-employment screening, including criminal and discipline history and clinical practice checks, may be undertaken on persons recommended for employment.  

    The recommended applicant will be required to disclose any serious disciplinary action taken against them previous roles.

    In addition, any factors which could prevent the recommended applicant complying with the requirements of the role are to be declared.

While based in Adelaide, this role can be conducted remotely from anywhere in Australia.
