Overview
About Us
The Australian Registrars’ National Electronic Conveyancing Council (ARNECC) is the body established to facilitate the implementation and ongoing management of the regulatory framework for electronic conveyancing of real property in Australia.
ARNECC is constituted under an Intergovernmental Agreement (IGA) among the State and Territory Governments. ARNECC membership comprises the Land Titles Registrars (or their nominee) from each Australian State and Territory that has entered into the IGA.
Regulation
Regulation of National Electronic Conveyancing is governed by the Electronic Conveyancing National Law (ECNL) enacted in each State and Territory under the National Electronic Conveyancing Law Agreement, an Intergovernmental Agreement (IGA) among the States and Territories of Australia.
The ECNL provides for the determination of Operating Requirements and Participation Rules by the Registrar in each State and Territory based upon Model Operating Requirements (MOR) and Model Participation Rules (MPR) developed by ARNECC. Operating Requirements apply to Electronic Lodgment Network Operators (ELNO) and Participation Rules apply to the Subscribers to ELNs.
The ECNL also provides for the Registrar in each State and Territory to grant waivers from compliance with any Operating Requirement or Participation Rule.

About the role
Chief Executive Officer
The Chief Executive Officer (CEO) is a key strategic role that is responsible for the overall management and performance of the Australian Registrars’ National Electronic Conveyancing Council (ARNECC). The CEO will develop the strategy for delivering ARNECC’s vision of a world-leading national electronic conveyancing system that is trusted, effective and accessible.
The CEO Role will be responsible for establishing strong relationships with other Commonwealth and State Regulatory bodies and providing the thought leadership to deliver ARNECC 2.0 as an effective and efficient decision-maker.

Set and drive the strategic direction for ARNECC (5 – 10 year strategy)
Oversee the delivery of strategic and operational priorities to provide an effective, nationally-consistent regulatory framework, including efficiently managing resources to assist State and Territory-based Registrars to successfully oversee the electronic Conveyancing industry
Lead organisational and operational change, enabling ARNECC to be a more efficient and effective body
Represent ARNECC to Commonwealth and other agencies (alongside Chair) to advocate for policy outcomes that benefit the industry
Be a key liaison point for Electronic Lodgement Network Operators and national stakeholder groups
Act as a leader, inspiring and motivating ARNECC members and the centralised team, communicating ARNECC’s vision and values to internal and external stakeholders
Build and maintain strong professional relationships with key stakeholders (both internal and external)
Identify, monitor, and manage risks to ARNECC’s operations and performance
Accountable for ARNECC’s overall performance and financial status, and for ensuring all matters are progressed in a timely manner
Undertake further activities as required by ARNECC Members
General
Adhere to all relevant policies, procedures, and values
Undertake all required training and education applicable to the role
Take reasonable care for own health, safety, and wellbeing and adhere to and promote the objectives under the Health, Safety & Wellbeing Policy
Implement risk control measures and report new and emerging workplace hazards, risks and incidents that have caused, or are likely to result in injury, harm, and damage
Actively participate in workplace consultations, incident investigations, rehabilitation and return to work processes, and subsequent corrective and preventative actions
Comply with and uphold all information security standards, controls, and practices applicable to the role
Safeguard relevant information assets, whether in digital, physical, or any other form, along with all the accompanying applications and devices
Other duties as directed and required

Centralised ARNECC Team (Executive Officer, Support Officer)
Industry Stakeholders, including Electronic Network Lodgment Operators and National Peak eConveyancing Bodies, including the Law Council of Australia, the Australian Institute of Conveyancers, and the Australian Banking Association
Federal Agencies, including the Reserve Bank of Australia, the Australian Payments Network, the ACCC, Treasury
State and Territory Ministers, Governments, and Government Departments

Qualification Requirements
Tertiary qualifications in a relevant field, including business, legal and/or finance
Essential Capabilities
Proven experience in strategy development and execution
Extensive experience in executive management and leadership roles
Understanding of regulatory frameworks and environments
Understanding of organisational structures, processes and practices, and experience at leading and driving organisational and operational change to deliver improved effectiveness
Proven ability to innovate and solve complex problems
Ability to make sound, timely decisions and communicate complex matters simply and effectively
Highly effective stakeholder engagement and relationship management skills
A high level of tact and diplomacy
Preferred Capabilities
Regulatory / Government experience beneficial
Knowledge of ARNECC regulatory environment beneficial
