Executive General Manager
BUSY At Work
BUSY At Work (BAW), a division of The BUSY Group Ltd, operates in a dynamic environment shaped by evolving government policy, market flexibility, and heightened service and compliance expectations. This role leads the strategic development, management, and oversight of BAW’s programs and services, ensuring alignment with financial, contractual, and performance goals.
The Executive General Manager will work closely with General Managers to implement strategies that exceed KPIs, ensure compliance, and continuously improve service delivery. The role fosters a high-performing, collaborative culture that reflects The BUSY Group’s values and drives sustainable outcomes. It is also critical in identifying growth opportunities, strengthening stakeholder relationships, and executing new business strategies to support long-term success.
Key Accountabilities
As the Executive General Manager, your key accountabilities include:

Develop and implement strategic business plans and associated operational plans for BAW in conjunction with the Board, Managing Director, Group CEO and other senior leaders that enables the company to achieve its long-term strategy.
Develop and maintain relationships with appropriate senior Australian and State Government contacts and relevant industry stakeholders, customers and potential prospects.
Oversee outsourced Government Services contracts to ensure growth and mastery within service provision and
Monitor competitor analysis and market trends to assist in business growth planning and opportunities.
Prepare business cases to support new investment and strategic growth opportunities.
Analyse financial and operational results to better understand performance to determine strategic scenarios that deliver greater outcomes.
Oversee strategy and operations of direct reporting teams including, coaching, training and development activities.
Contribute to the preparation of comprehensive tender strategies and submissions, including future iterations, ensuring competitive proposals that align with the organisation’s strategic goals, securing new contracts and funding opportunities.

Evaluate performance and consult on achievement of targets. Ensure teams and subcontractors are actioning strategies to meet both internal and contract focused outcomes/KPIs and remedial actions are identified and implemented where needed.
Analyse data, develop and provide reporting functionality that adds value across the business.
Communicate results and recommendations for improvements that will lead to greater opportunities, revenue generation and streamlining of operations.
Implement effective management strategies to support implementation of new contracts, contractual changes, including new government initiatives or incentives, to ensure all stakeholders are engaged and aware of impacts to operations or support services needed.
Lead and direct Senior and General Managers to maintain effective performance management systems, monitoring and report on the performance of relevant teams and individuals.
Support professional development as part of overseeing the performance and development of relevant teams and their programs.

Lead operational teams for BAW.
Formulate and review annual budgets for all relevant contracts and services within the BAW business in consultation with the Group CEO, Finance Team, and BAW General Managers.
Build and foster a culture of collaboration across the Group in order to achieve key strategic and operational outcomes.
Monitor compliance with Australian Government and State Government legislative requirements in relation to all active contracts and the provision of information related to working with employers, jobseekers, Australian Apprentices, and clients.
Oversee and manage the operations of BAW Contracts including but not limited to, Apprenticeship Contract, Grants and Scholarship programs, Employment Services Contracts and Youth and Community sector to achieve and exceed contractual obligations and Key Performance Indicators (KPIs).
Design and implement an effective operational platform for service delivery across all relevant contracts and programs with General Managers.
Ensure that operational policies and procedures are in place to enable the efficient and effective functioning of all contracts and deliverables
Represent BAW and participate in national, state, regional, and relevant industry and association meetings.
Promote a safe work environment and adhere to ISO standards, Right Fit For Risk (RFFR) and regulatory requirements. Working closely with the relevant Corporate Service Managers to ensure that operational processes are conducted in a manner that complies with Australian and State Government requirements, BAW policies, procedures, WH&S legislation and overall Group Compliance Frameworks.
Ensure staff understand and promote other BUSY Group services and interests, where such promotion is compliant with contractual obligations.
Support the planning, organisation, and promotion of BUSY Group Services at various events, career days, and expos.
Any other tasks assigned which may be reasonably requested from time to time, which contribute to the success of the organisation.
What We Are Looking For
Minimum 5+ years in an Executive role, preferably in a not-for-profit
A degree in in a related discipline
Post-Graduate qualifications in a business-related discipline is highly desired
Demonstrated and proven ability to provide achieve objectives with minimal supervision within a team environment.
Demonstrated knowledge and understanding of general business principles and practices, the ability to apply that knowledge, including the capacity to identify internal control deficiencies and to develop and implement control systems which enhance compliance and accountability.
Strong commercial acumen
Demonstrated experience working within Government Outsourced Services.
Strong appreciation of change management methodologies in order to achieve business outcomes, while managing the various aspects of change appropriately.
Ability to adapt to ever changing business needs and conflicting priorities, while managing team expectations and delivery outcomes.
Demonstrated ability and knowledge of business management systems, communications and relevant legislative requirements.
Demonstrated experience in areas of Financial and Performance Analysis, People Management, and general overall business management.
Demonstrable competency in strategic planning and business transformation activities.
Ability to analyse data, to establish strategic and operational strategies.
Comprehensive knowledge of Project Management capability to deliver operational outcomes.
Self-motivated with a demonstrated enthusiastic approach to day-to-day business and operations aligning to key contract and commercial outcomes.
