Executive, Brisbane Infrastructure

In this role

You will drive the delivery of Brisbane City Council’s infrastructure agenda through strong, visionary leadership and participate in strategic decision making across the Council and with external partners and stakeholders. 

The team you work with and lead

Brisbane Infrastructure works within the framework of Brisbane Vision, the Transport Plan for Brisbane (Strategic Directions) and City Plan contributing significantly to all programs. Brisbane Infrastructure has primary responsibility for developing and delivering Brisbane City Council’s Infrastructure agenda. The Division’s responsibilities range from strategy development and planning to operational delivery. Brisbane Infrastructure is responsible for execution of a portfolio of capital works as well as a recurrent expenditure on ongoing services and maintenance. 

 The Division’s breadth of responsibilities includes:

  • Transport Network Planning

  • Major intersection and road corridor upgrades

  • Planning for public transport

  • Major public transport projects

  • Bikeways projects

  • Congestion reduction

  • Project delivery

  • Project management capability across the organisation

  • Total asset management across all Brisbane City Council assets including road, drainage, buildings, parks and community infrastructure

  • Waste management

  • Maintenance of the city’s streets, parks and public spaces

  • Council’s quarries and asphalt plants

  • Ongoing civil construction and maintenance services

  • Engineering, architectural and environmental professional services

 To deliver this agenda the Division must collaborate and partner effectively with other Council Divisions and with Federal and State Governments and their agencies.

 

Key accountabilities

  • Delivery of Council’s vision for an accessible city with effective, sustainable management of transport infrastructure and traffic 

  • Create an effective infrastructure organisation that works across Council and community to deliver infrastructure projects and processes from planning and design, construction and maintenance 

  • As a member of the Executive Management Group participate in strategic decision making, represent Council to the community, other levels of government and industry and facilitate a common corporate culture 

  • Undertake key stakeholder interface for the division and Council with the Lord Mayor and elected officials 

  • Participate in a number of high level cross organisational decision-making bodies within and external to Brisbane City Council 

 

Key relationships

  • Lord Mayor, Chairpersons and Councillors, Council and Council Committees, Chief Executive Officer, Executive Management Group and sub-committees 

  • People who live, work, study or visit Brisbane, all levels of government and other key stakeholders in both private and public enterprise 

  • Elected Council members 

 

Key knowledge and experience

  • Create a world class infrastructure organisation which operates from vision and strategy, to execution and routine service delivery 

  • Delivery of other critical projects such as major intersection upgrades, bikeways and public transport initiatives. 

  • Delivery of Brisbane City Council’s vision for an accessible City with effective, sustainable management of public and private transport infrastructure and traffic 

  • Highly sophisticated, sustainable total asset management skills and experience 

  • Build strong and productive relationships with all levels of government and agencies such as Translink, Department of Transport and Main Roads and with other local authorities in South East Queensland 

  • Grow relationships with industry and the community to achieve outcomes through consultation, collaboration and partnering 

  • Build strong and productive relationships with internal and external customers. 

  • The Divisional Manager, Brisbane Infrastructure carries substantial responsibility for achieving Brisbane’s vision. The role also contributes significantly to overall development and success of the organisation. 

  • The Divisional Manager will take particular responsibility for managing key stakeholder interfaces and for growing productive relationships with other levels of government, their agencies, and with industry and the broader community. 

 

Key selection criteria

Within the context of the responsibilities described previously, the ideal applicant will be someone who has:

  • Demonstrated experience and achievements in delivering public value and leading organisational change, including: 

    • Demonstrated evidence of capabilities in Council’s Leadership Blueprint to deliver performance excellence and a values-based culture. 

    • Leading organisational performance to deliver coordinated, responsive, and customer-focused outcomes. 

    • Maintaining and developing relationships across organisational boundaries to drive consistent and seamless delivery and the direction of resources to corporate priorities. 

    • Managing complex and contentious issues with high sensitivity and competing stakeholder interests 

    • Leading thinking about initiatives to create public value. 

  • Demonstrated experience and achievements in managing business through: 

    • Developing an engaged, productive, and customer-focused workforce. 

    • Delivering systems and processes which deliver value to the organisation and to the customer. 

    • Planning the resourcing of services with appropriate risk management to meet demand within budget. 

    • Building new collaborative models with suppliers and program partners to improve public value. 

    • Demonstrating a focus on shared outcomes, negotiating budget and resources across the organisation, and submitting joint budget proposals. 

  • Demonstrated ability to undertake broad executive leadership beyond the specific requirements of the position, across the organisation, including the ability to: 

    • Collaborate and share accountability across organisational boundaries 

    • Participate in strategic decision making; represent Brisbane City Council to the community, other levels of Government and to industry. 

    • Own and champion corporate values, strategies, policy, and directions, particularly: Council values, Code of Conduct, workplace justice, diversity and inclusion, Zero Harm and flexible work arrangements. 

    • Champion the strategic corporate management agendas on issues such as customer service, service delivery, change management and people management, and integrate these principles into the operation of the business. 

    • During disaster events, be available to perform the role of Incident Controller within the Local Disaster Coordination Centre to provide leadership and implement strategic directions from the Local Disaster Management Group. 

    • Postgraduate qualifications in a related discipline or Management/Business Studies
