Chief Risk Officer
About the position
The Chief Risk Officer (CRO) is a senior executive position reporting directly to the Chief Executive Officer.
The CRO is accountable for strategically leading the management and transformation of WorkCover’s risk and assurance, common law claims, regulatory and complaints management, and corporate relations functions.
Skills & Knowledge
Practical Experience & Capability
Comprehensive experience in a Chief Risk Officer or similar role in a large financial services organisation with full accountability for risk frameworks, policies and management and a track record of embedding risk as a strategic lever.
Strong understanding of legal issues, statutory and common law claims management functions.
Proven experience successfully driving excellence in customer service delivery, process re-engineering, strategy development and execution in large customer focused organisations (preferably within financial services and/or insurance industries), delivering exceptional services at scale and across multiple channels.
Deep understanding of best practice Board and Committee governance.
Extensive experience driving transformational change in large customer focused organisations including the proven ability to interpret data, identify emerging issues and develop solutions.
Proven track record and extensive experience in transformation and the delivery of exceptional operational outcomes.
Extensive track record of driving the delivery of project outcomes in line with time, cost, quality and scope and sourcing and managing resources and capability to support the organisation.
Proven strategic leadership experience developing and implementing strategic plans and leading successful execution by bringing together people, processes, and systems in a cohesive and co-ordinated manner.
Demonstrated track record of extensive and successful leadership of large diverse teams (preferably within financial services and/or insurance industry), building exceptional cultures and delivering value through exceptional management and leadership.
Proven experience driving and influencing change within large, complex organisations bringing key stakeholders and service providers together.
Extensive and proven skills in innovative thinking and problem solving to create sustainable value and outcomes through our people and by leveraging technology and relationships internal and external to the organisation.
Highly attuned financial management skills demonstrated through a track record of commercial thinking and delivery of sustainable financial and service outcomes, business cases, budgets and interpretation of management reports.
Comprehensive understanding of commercial, industrial, and political considerations that impact WorkCover and its stakeholders.

End to end accountability for driving the transformation and operationalisation of the WorkCover’s operational and enterprise risk management and assurance processes.
Create, enhance and execute WorkCover’s risk management framework, policies and processes to ensure they are effective, adopted and fit for purpose, they represent industry best practice and are commensurate with that expected of large financial services organisations.
Provide expert independent advice to the business, Risk and Compliance Committee and the WorkCover Board on risk management, oversight, the control environment and assurance matters.
Strategically drive the development and ongoing enhancement of WorkCover’s risk management and compliance culture positioning it as a strategic pillar and enabler to achieving WorkCover’s strategy and goals.
Full accountability for driving the relationship with internal audit to ensure that WorkCover derives value from all engagements and that findings are considered, reported, remediated and that controls are implemented to ensure ongoing compliance.
Drive the strategic management of WorkCover’s common law claims portfolio and provision of independent legal advice to the WorkCover Board, Committees and Management to meet their governance obligations, manage strategic and policy risk, and mitigate operational and legal risk to achieve strategic outcomes.
Strategically oversee WorkCover’s legal panel, policies, targets, objectives to oversee common law claim outcomes.
Responsible for the provision of company secretariat functions for the WorkCover Board and Committees ensuring that all obligations are met, the preparation of Board and Committee papers meets required legislative and best practice standards and that the Board and Committees are appropriately supported in undertaking their roles.
Provide exceptional leadership and drive strategic and operational excellence in WorkCover’s corporate relationships to ensure that it has deep understanding of stakeholder needs and can identify.
Strategically lead the creation and execution of WorkCover’s regulatory and corporate relations strategy to ensure that WorkCover builds and maintains strong relationships with critical stakeholders which positively contribute to WorkCover achieving its strategy, vision and purpose.
Responsible for critical regulatory relationships and ensuring compliance with key legislative and regulatory requirements. The role is also responsible for responding to regulator queries and developing policy positions in alignment with WorkCover’s mission and vision.
End to end accountability for the strategic and operational delivery of WorkCover’s complaint management and response ecosystem. Recognising the criticality of embracing feedback as a driver of innovation and meeting customer needs, the role is responsible for establishing and maintaining the process by which customer feedback is collated, recorded, investigated and responded to. Critically, the role also has accountability for identifying and recommending changes to people, systems and processes throughout the business as a result of interpreting themes, identifying opportunities and taking ownership for “closing the loop”.
Provide exceptional leadership of the Division driving a culture of delivery, excellence, outcomes, care (for our people and customers) and commercial outcomes for the benefit of Queensland, employers, and injured workers.
Drive ongoing development of our people, process re-engineering and ways of working to drive exceptional employee engagement and effective outcomes. This will be achieved by leading a culture of mutual accountability and striving for excellence through clarity of direction, creating a customer centric and resilient workforce.
As a senior member of the Work Cover Executive Leadership Team, positively contribute to WorkCover's strategic direction, corporate plan, workforce, and business planning plan.
Ensure WorkCover balances excellence, compliance, accountability, innovation, and integrity in delivering results for WorkCover through responsible risk management.
Analyse leading edge professional and technical developments, providing expert advice to the Chief Executive Officer, Board and the Executive in support of WorkCover's transformation agenda.
Implement benchmarking protocols that ensure the Division’s services and activities meet best practice standards, including compliance with QAO, Internal Audit and the Regulator.
Execute people and operational management responsibilities for the function including workforce planning and ensure that appropriate financial, records management, procurement, risk management and audit controls are in place that demonstrate effective governance of functional responsibilities.
Manage the Division within agreed financial and establishment parameters.
Manage expenses within approved budget in accordance with WorkCover delegations and ensure that all records are maintained in accordance with WorkCover's records management policies and procedures and meet legislative and business requirements.
