Executive Director, Housing Growth

What you can expect in this role

The Executive Director of Housing Growth will lead the delivery of key initiatives to increase the supply of state-owned social housing in Queensland through innovative housing solutions that enhance the availability of secure housing for vulnerable Queenslanders.

Critical to the achieving the outcomes, the Executive Director will deliver a range of sustainable housing types and options to enhance the availability of secure housing solutions for Queenslanders, including delivering housing solutions to Aboriginal and Torres Strait Islander peoples and communities in remote, regional, and urban areas of Queensland. 

The Executive Director reports to the General Manager of the Social Housing Delivery Office, and will support the Minister, Director-General, the Executive Leadership Team and the Deputy Director-General of Social and Affordable Housing Growth to help deliver on the Government’s strategic priorities. The Executive Director will also work closely with government stakeholders, industry, and community organisations and representatives across a range of complex and sensitive negotiations, forums and committees to ensure that the needs of both the government and community are met.

What you will be doing:

  • Lead the delivery of state-owned social housing for Queensland, including the design and delivery of initiatives to accelerate supply and achieve the state’s social housing target of 53,500 homes by 2044, taking into account innovative delivery models, including partnerships with the private sector and the use of modular methods of construction.

  • Collaborate and partner with senior stakeholders, across departments, agencies, and jurisdictions to deliver a coordinated and integrated social housing capital investment program across Queensland, including ensuring that planning, design and delivery of public housing takes into consideration service delivery requirements, including for priority groups such as (but not limited to) First Nations, youth, seniors, and people experiencing domestic and family violence.

  • Develop and maintain strategic, collaborative partnerships with key stakeholders, including peak advisory bodies, and industry associations, to deliver innovative procurement, financing, and capital delivery, that supports the growth of social housing in Queensland, where relevant.

  • Work with key stakeholders to develop and implement social and affordable housing solutions utilising existing funding and maximising alternative financing and leveraging structures, including through the Australian Government’s Social Housing Accelerator and Housing Australia Future Fund facility (HAFFF). 

  • Lead the development, implementation and execution of procurement and contract management processes relating to the acquisition of land and procurement of housing infrastructure and property (including the acquisition of existing assets which could be used for social housing, such as retirements villages, hotels and motels, as appropriate).

  • Lead a multi-disciplinary team of housing delivery professionals, across acquisitions, strategic planning, design, construction, and delivery.

  • Foster a culture of collaboration within a high performing, high quality, outcomes-focused environment that supports the departments vision of ensuring all Queenslanders have a pathway to safe, secure, and affordable housing.

 

What we are looking for

As a leader in the Queensland Government, you will display outstanding judgement, high-level integrity, strong agility to adapt to a constantly changing environment, a strong achievement orientation and excellent communication and negotiating skills.

You will have:

  • a record of success as a leader in a large and complex organisation (across government, the private sector or not-for-profit sector) with outstanding leadership ability.

  • extensive experience in the leading the implementation of programs and initiatives delivering housing supply (or other infrastructure) to support the Government's strategic policy direction.

  • strong background in navigating and managing highly complex stakeholder engagement and relationships, strategy and policy implementation, and service delivery. 

You will be assessed on your ability to demonstrate the following 12 leadership competencies considered critical in the performance of executive roles in the Queensland public service, focusing on three areas:

    • Integrates government and organisational priorities and values, and the voice of the community to develop and articulate a compelling vision that provides clear direction for the sector’s future.
