About the Role
Executive Director
Health, Safety & Wellbeing
As the Executive Director, you will:
Be responsible for leading, overseeing and implementing system-wide reform in relation to health, safety and wellbeing systems, strategies, policies and initiatives.
Lead and manage the Health, Safety and Wellbeing (HSW) functions within the Department by providing high-level authoritative advice and support to members of the department’s Executive Leadership Team (ELT).
Shape and maintain the department’s HSW culture by leading effective transformational change in collaboration with other divisions and business units.
Role Responsibilities and Accountabilities
The position requires strong professional leadership and management capabilities. The role requires demonstrated experience in leading and managing the strategic direction of health, safety and wellbeing to deliver government priorities along with excellence in client service delivery.
The Executive Director is to provide high level leadership particularly by working collaboratively with internal and external stakeholders.
As an executive your performance will be assessed according to four key accountability perspectives: financial, stakeholder and outcome, internal business, and learning and growth.
Financial
Lead and direct the efficient and effective use of resource allocations for defined work units within agreed controls and budget allocations to ensure high quality outcomes, driving the opportunity to centralise functions and activities where appropriate.
Identify critical success and risk factors and establish a decisive course of action, to respond to the associated issues and achieve effective solutions within budget allocations.
Stakeholder and outcome
Establish effective governance structures, performance and risk management frameworks and reporting processes.
Develop and deliver integrated work health, safety and wellbeing systems and policies that support the department’s health, safety and wellbeing goals and business objectives.
Management and resolution of complex matters to support the development of a safe, health and high-performing workforce.
Develop and maintain effective strategic partnerships with business units, across government and with key stakeholder groups and unions to facilitate collaboration in managing complex negotiations.
Represent the department in a range of forums, meetings and negotiations that impact departmental and whole-of-government public sector health, safety and wellbeing priorities and initiatives.
Engage, lead and influence stakeholders to successfully implement change initiatives, reforms and programs to ensure the provision of effective health, safety and wellbeing services and advice.
Consult and collaborate with key stakeholders including Regional Directors, senior executives, central office branches and customers to achieve outcomes for the system.
Internal business
Drive continuous improvement in organisational capability and performance in the delivery of integrated health, safety and wellbeing programs, systems and services.
Provide high-level strategic, evidence-based advice and support to the ELT on health, safety and wellbeing matters.
Research local, national and international developments that are likely to impact the department’s corporate and regional-based workforce, Queensland’s state schools and in partnership with the Early Childhood Division, the early childhood education and care workforce.
Lead the development and implementation of strategies that improve the health, safety and wellbeing culture of the department.
Establish, monitor and report on proactive safety and risk management reforms that protect the reputation and interests of the department in an increasingly litigious and high-profile environment.
Learning and growth
Proactively analyse and monitor the learning solutions, performance outcomes and risks at an organisational, regional and school level to identify strategies and initiatives to facilitate the development of innovative, contemporary health, safety and wellbeing practices.
Model and promote public service professionalism by advocating a culture of accountability, achievement, resilience and excellence across all areas of health, safety and wellbeing improvement.
Actively promote the building of organisational capabilities and professional expertise within and outside the department.
Develop and implement fit for purpose learning solutions to address identified health, safety and wellbeing priorities across the department’s workforce.
This position is accountable to the Assistant Director-General and Chief Human Resources Officer, HR Strategy, Corporate and Aboriginal and Torres Strait Islander Services. The position will lead a multi-disciplinary work health and safety team.
Person requirements
The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and communities of Queensland. As an executive you will work towards a system of world class service delivery and public sector management.
You will have a record of success as a leader in a large and complex organisation with outstanding leadership ability.
You will have extensive experience across the public, private and/or not for profit sector and you will have a strong background in strategy and policy implementation, service delivery, and client service. You will have a proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce.
