About the Role
Executive Director
Recruitment & Mobility
As the Executive Director, Recruitment and Mobility you will:
Lead the design and implementation of an innovative and responsive recruitment and mobility strategy for the Department.
Lead high volume and large-scale recruitment and mobility activities to ensure the department has the required workforce to deliver a world class education.
Lead efforts to continuously enhance recruitment processes, implement innovative systems, and leverage technology to improve efficiency. Direct the development of metrics to monitor recruitment effectiveness.
Size and budget
The role has 6 Director, direct reports, and leads a workforce of 130 FTE.
The budget responsibility is in excess of $100million.
Role Responsibilities and Accountabilities
The position requires strong professional leadership and management capabilities. The role requires an ability to lead and manage a range of Recruitment and Mobility teams to deliver government priorities along with excellence in client service delivery.
The Executive Director, Recruitment and Mobility is to provide high level leadership particularly by working collaboratively with internal and external stakeholders.
As an executive, your performance will be assessed according to four key accountability perspectives: financial, stakeholder and outcome, internal business, and learning and growth.
Financial
Lead and direct the efficient and effective use of resource allocations for defined work units within agreed controls and budget allocations to ensure high-quality outcomes.
Identify critical success and risk factors and establish a decisive course of action to respond to the associated issues and achieve effective solutions within the Branch and department budget allocations.
Stakeholder and outcome
Engage, lead and influence stakeholders to successfully implement change initiatives, reforms and programs to ensure the provision of best-practice recruitment services and advice.
Consult and work collaboratively with key stakeholders including the Regional Directors, School Supervisors and Principals, HR Business Partners, and customers to strengthen outcomes and ensure consistency of approach; with a focus on delivering outcomes for the system.
Lead improvement in the efficiency, effectiveness and customer satisfaction with mobility processes, and enable integration with recruitment, to ensure the seamless filling of vacancies, capability development and a system response to resourcing.
Internal business
Lead the implementation of business and process establishment and improvement strategies to achieve increased efficiency and performance of attraction, recruitment, pathways and mobility areas.
Lead the development and implementation of change management and cultural reform as it relates to the delivery, recruitment and mobility services across the organisation.
Provide authoritative and evidence-based advice and direction to senior leadership on strategic and operational recruitment and mobility matters and strategies.
Ensure that the reputation and interests of the department are protected through proactive safety and risk management in an increasingly legalistic and high-profile environment.
Lead and deliver transformation of the department’s recruitment services to a seamless, customer-centric model.
Lead transformation of recruitment processes to improve efficiency, effectiveness, in line with best practice service delivery.
Drive the delivery of key business improvement strategies to ensure efficiency, increased consistency in outcomes, and a performance-oriented customer-centric culture.
Learning and growth
Lead the development of a capable, innovative and accountable workforce to enable them to work as a team and achieve outcomes.
Lead the capability development within the team in best practice recruitment and mobility strategy and practices.
This position is accountable to the Assistant Director-General, School Operations, Human Resources Branch, People, Information and Communication Services Division.
Person requirements
The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and communities of Queensland. As an executive you will work towards a system of world class service delivery and public sector management.
You will have a record of success as a leader in a large and complex organisation with outstanding leadership ability.
You will have extensive experience across the public, private and/or not for profit sector and you will have a strong background in strategy and policy implementation, service delivery, and client service. You will have a proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce.
