About the Queensland Productivity Commission
The Queensland Productivity Commission (the Commission) is an independent statutory body, operating under the Queensland Productivity Commission Act 2025 (QPC Act), subject to passage and assent of the QPC Bill 2024.
The QPC will provide the Government with independent evidence-based advice on complex economic and social issues and regulatory matters. The aim of the QPC is to increase economic growth, lift productivity and improve living standards across Queensland.
The QPC’s main functions are public inquiries, research, regulatory review and to provide advice to the Minister when requested. It is expected that the QPC will undertake 2-3 public inquiries a year.
The QPC Act establishes the QPC Board as the governing body of the Commission. The Board consists of a full time Productivity Commissioner (Chair), and up to three other Commissioners. Commissioners may be appointed for a period of up to three years and may be appointed on a full or part time basis.
The Queensland Government has announced that the QPC’s first inquiry will be into the productivity of the building and construction sector.
The QPC will also advise the government on regulatory matters and oversees the government’s Better Regulation Policy and Regulator Performance Framework.

About the Roles
Productivity Commissioner
The Productivity Commissioner is an independent statutory officer with responsibility for managing and directing the activities of the QPC and ensuring the board performs its functions and exercises its powers appropriately.
The Productivity Commissioner is a full-time Executive Chair, combining the roles of Chair of the QPC and CEO. The Productivity Commissioner undertakes five main activities:
Chairing the QPC Board.
Managing the QPC.
Providing policy leadership to QPC staff.
Leading and overseeing the QPC work program, including public inquiries.
Representing the QPC publicly.
Your Responsibilities
QPC Board
The Productivity Commissioner undertakes standard Chair functions i.e. chairing meetings, providing strategic leadership and being responsible for organisational governance and reporting.
The Board is accountable for the management and performance of the Commission in accordance with the QPC Act, as well as any other applicable legislation including the Financial Accountability Act 2009 and the Statutory Bodies Financial Arrangements Act 1982.
Chief executive
The Productivity Commissioner role also contains responsibilities equivalent to that of a Chief Executive Officer including the management of staff, financial accounts and operations.
Policy Leadership
The success of the QPC largely depends on the quality of its ideas and advice to the Government. The Productivity Commissioner role provides policy leadership to QPC staff. They should be seen publicly as an expert in productivity and economic policy.
The Productivity Commissioner should undertake community engagement activities including: conference presentations; productivity advocacy; and contribution to the public debate on productivity related matters.
Public Representation and Communication
The Productivity Commissioner is the QPC’s main public representative. They chair the QPC’s public hearings and are the QPC’s official spokesperson. The QPC’s public inquiries are required to have an extensive public consultation process.
In addition, the Productivity Commissioner represents the QPC within the Government, including meetings with Ministers and public officials.
Knowledge & Experience
It is desirable for the Productivity Commissioner to possess demonstrated leadership experience and ability to work within a team and in conjunction with a broad range of stakeholders to provide strategic direction to the QPC.
The Productivity Commissioner should also possess strong policy and analytical skills, particularly in relation to leading inquiries, reviews and research tasks, display sound independent judgment and have both strong communication and people management skills.
Commissioner
A Commissioner is an independent statutory officer who is a member of the board of the QPC.
The main activities of a Commissioner include:
Participating as a member of the QPC Board.
Providing policy leadership to QPC staff.
Leading specific QPC inquiries and research projects.
Representing the QPC publicly.
Your Responsibilities
QPC Board
As a member of the QPC Board, the Commissioner supports the Productivity Commissioner in ensuring the QPC performs its functions in a proper, effective and efficient way.
The Board is accountable for the management and performance of the Commission in accordance with the QPC Act, as well as any other applicable legislation including the Financial Accountability Act 2009 and the Statutory Bodies Financial Arrangements Act 1982.
Policy Leadership
The success of the QPC largely depends on the quality of its ideas and advice to the Government. The Commissioner role supports the Productivity Commissioner in providing policy leadership to QPC staff. As such, they should be seen publicly as an expert in productivity and related policy matters.
A Commissioner should undertake community engagement activities including: conference presentations, productivity advocacy and contribution to the public debate on productivity related matters.
