The Queensland Ambulance Service (QAS) is an integral part of the primary healthcare sector in Queensland through the delivery of timely, patient-focused ambulance services. 

The QAS operates as a statewide service within Queensland Health and is accountable for the delivery of pre-hospital ambulance response services, emergency and non-emergency pre-hospital patient care and transport services, inter-facility ambulance transport, casualty room services, and planning and coordination of multi-casualty incidents and disasters.

The QAS delivers ambulance services from 307 response locations, from 8 regions, supported by a head office, geographically aligned with Queensland Health’s Hospital and Health Services’ boundaries.

The QAS has eight operations centres distributed throughout Queensland that manage emergency call taking, operational deployment, dispatch and coordination of non-urgent patient transport services.

In addition, the QAS works in partnership with approximately 150 Local Ambulance Committees (LACs) across the state, whose members volunteer their time to support their local ambulance service.

Director, Procurement and Contract Management

 

The Director, Procurement and Contract Management is responsible for the procurement governance, sourcing, support services, and management of procurement contacts and Standing Officer Arrangements and compliance with Queensland procurement policy. This role leads the establishment of a procurement framework, including policy, processes and system, that enables QAS staff to efficiently and effectively undertake procurement activities and maximise the value they receive from suppliers.

The role will lead, manage and mentor a Procurement team of up to 9 staff, operating at a senior level to support the Executive Director, Finance, the Deputy Commissioner, Corporate Services, and the Commissioner, QAS along with other senior positions across the state, to ensure the procurement and contract management needs of the organisation are achieved and to support the operational capability of the QAS.

 

About the role

 

Your responsibilities

As the Director, Procurement and Contract Management, you will:

  • Lead the delivery of the QAS Strategic Procurement Plan, Forward Procurement Schedule and Program of Works in accordance with the Department of Health and QAS procurement requirements and guidelines.

  • Translate the QAS Strategic Procurement Plan with other QAS strategies into operational projects and goals that create a shared sense of purpose to improve procurement practices throughout the department.

  • Provide high level leadership, analysis and advice by:

    • developing and maintaining a detailed understanding of the department’s spend profile and future strategic initiatives.

    • maintaining engagement with industry and clients to inform requirement definitions, trends for future demand for products or services, opportunities for substitution, supply market innovations and changes to market competition and structure, and cost drivers.

    • working across agencies on Whole-of-Government procurement initiatives.

  • Drive excellent service delivery outcomes for the QAS Procurement Program to meet QAS operational needs and expectations.

  • Lead and manage priorities by developing, implementing and enhancing policies, processes and systems to support efficient, effective and compliant procurement and contract management activities.

  • Negotiate at high level meetings and manage liaison and coordination with key stakeholders in building awareness and strengthening procurement management and services.

  • Provide strategic advice and actively engage in risk management activities which promote corporate governance and operational benefits.

  • Manage multiple complex projects, initiatives and procurement management services and ensure they are implemented successfully to the benefit of QAS and with strong and genuine engagement of internal and external clients and stakeholders.

  • Manage, prepare and review complex reports, submissions and briefings and ensure accurate and appropriate response to a range of ministerial and departmental correspondence, in accordance with departmental requirements and governance.

  • Manage human, financial and physical resources ensuring client service and performance management and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges, develop skills and achieve results.

  • As a leader, actively demonstrate and promote the QAS’s approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms.  Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support.

  • Fulfil the responsibilities of this role in accordance with Queensland Public Service and QAS values.

 

What we are looking for

We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:

  • Experience in effectively leading procurement professionals and delivering outstanding results and value.

  • Demonstrated extensive experience at a senior level in managing significant procurement programs and activities within a complex and geographically diverse organisational environment.

  • Proven ability to lead change, undertake strategic planning and provide high level expert advice in procurement services.  

  • Demonstrated highly developed communication, negotiation, consultation, and collaboration skills that deliver positive results for the organisation.

  • Proven ability to build enduring relationships with internal and external stakeholders and foster heathy and inclusive workplaces by promoting a fair and ethical workplace, employment equity, cultural diversity and occupational health and safety.  

  • Stimulates ideas with a proven ability to deliver innovative and value for money procurement outcomes.

Whilst not mandatory, qualifications or formal training in government procurement and contract management practices, law, and/or business management will be highly regarded.

The incumbent may be required to travel intrastate on official business and the possession of a C class driver’s licence may be required.
