QPS Profile

The QPS is responsible for the development of strategies and the delivery of services relating to law enforcement and community policing initiatives across the State of Queensland.

The Service employs more than 19,000 full-time professionals along with casual officer and volunteer groups dedicated to QPS’s mission.

Our key organisational challenges include:

  • maintaining the safety and security of people in Queensland;

  • demographic changes, rising demands for service, limited police numbers and higher labour costs;

  • increase in the environmental and financial cost of natural resources;

  • alcohol-related antisocial behaviour and violence;

  • the number of victims of domestic violence;

  • globalisation, and increased use and accessibility of technology, which are facilitating serious and organised crime;

  • increase in the use of the Queensland road network, which brings the risk of more road crashes;

  • the levels of complaints and community confidence in, and perceptions of, police;

  • continued over-representation of vulnerable persons in the criminal justice system;

  • an increase in the severity and consequential aspects of natural disasters; and

  • planned and desirable major projects and known funding constraints.

Role Overview

The General Manager:

  • provides strategic leadership to drive the design and execution of system-wide strategies to build community safety across Queensland now and into the future.

  • provides expert advice and support on the development and delivery of strategic policy, programs and performance aligned with government priorities and service delivery outcomes.

  • champions and drives transformative change to inform the QPS’ vision and strategic objectives and translate strategic directions into actions that better support frontline policing and enhance community safety.

  • is the QPS’ most senior corporate executive and will provide strategic leadership and direction to the functions within the Office of the Commissioner – overseeing Policy and Insights, Frontline Engagement & Performance, Media and Communications, First Nations and Multicultural Affairs, Transformation Delivery, General Counsel and State Discipline.

 

Your key accountabilities

The core capability requirements for this role are:

  • Provide expert advice and support to the Commissioner, Minister, and members of the Senior Executive Leadership Team on the development and delivery of strategic policy, programs and performance aligned with government priorities and service delivery outcomes.

  • Drive sustainable organisational performance now and into future, anticipating emerging issues, trends and opportunities for improvement to ensure the organisation achieves its goals in a complex and dynamic environment.

  • Oversee the design and delivery of internal transformation, digital uplift and operational reforms to better support frontline policing and enhance community safety. 

  • Lead the provision of strategic intelligence and system wide insights to enable informed, evidence-based decision making and deliver fiscally sustainable outcomes now and into the future.

  • Lead the identification, planning and response to complex, urgent, and emergent issues, managing issues of a political sensitivity and executing plans, media response and measures to mitigate risks and ensure the QPS remains on-course to deliver its priorities.

  • Monitor and oversee risk management, internal audit, legal compliance and ethical operations in line with relevant whole-of-government frameworks, risk appetite and compliance obligations.

  • Ensure the operations of the Office of the Commissioner are within budget and aligned to the QPS values and foster an organisational environment that values performance, teamwork, diversity, continuous improvement, innovation and best practice outcomes.

  • Represent the Commissioner in inter-agency, interjurisdictional and inter-governmental committees and forums to advance the QPS’ strategic agenda.

  • Build strategic partnerships with internal and external stakeholders to identify trends and co-design responsive policy, programs and initiatives to deliver positive outcomes for Queensland.

  • Participate as a standing member on the Service’s governance bodies, providing strategic leadership and direction in the determination of Service policy and performance.

Role Requirements

  • Nil

  • While there are no mandatory requirements for this role, relevant tertiary qualifications and/or proven experience in leading strategic policy, performance and transformation functions within a large and complex organisation will be highly regarded.
