About the QRIDA

Queensland Rural and Industry Development Authority (QRIDA) is a specialist provider of government grants, loans, advisory support and farm debt services to rural and regional Queensland, and provider of loan and grant services to the whole of Queensland to support disaster recovery, or specific government programs.

As the Queensland Government’s experts in rural finance for over 30 years, we manage a range of programs to support the development of a more productive and sustainable rural and regional sector in Queensland, including:

  • Helping primary producers make a start in agriculture, improve sustainability and profitability, recover from drought, natural disaster and other challenges

  • Helping Queensland primary producers, small businesses and not for profit organisations recover form natural disasters and other business interruptions

  • Helping Queensland businesses through Government industry adjustment schemes.

QRIDA has a network of Regional Area Managers (RAMs) across Queensland, with offices based in Brisbane, Bundaberg, Emerald (with regular visits to Longreach), Hughenden ((with an office in Cloncurry), Innisfail, Kingaroy, Mackay, Rockhampton, Roma, Toowoomba, and Townsville. Available for on-farm visits, our RAMs are there every step of the way, supporting primary producers to achieve their goals by providing local knowledge and expertise on QRIDA’s range of financial support programs.

Chief Executive Officer

Position Purpose

The Chief Executive Officer (CEO) performs the function of Chief Executive Officer of QRIDA in accordance with Part 5 Division 1 of the Rural and Regional Adjustment Act 1994 (Qld) (the Act). The CEO is appointed by Governor in Council under the Rural and Regional Adjustment Act 1994, as specified in section 31 of the Act.

As CEO, to achieve the above, you will:

  • Provide enterprise leadership of QRIDA to achieve its statutory, strategic, and operational objectives and position QRIDA as a respected, progressive, and highly professional Queensland Government Organisation;

  • Lead the ongoing transformation of QRIDA, and provide expert advice to support the QRIDA Board of Directors in the development of the strategic directions, decision making, and good governance, including analysis of applicable rural and regional industry trends and best practices relevant to the functions of the QRIDA Board;

  • Provide high level policy advice to the QRIDA Board of Directors, the Minister, and the portfolio Director-General on strategic and systemic issues affecting Queensland’s rural and regional sectors;

  • Own, develop, and promote the QRIDA Brand to ensure the organisation has a strong presence and profile within the Queensland rural and regional sector, and across the Queensland Government and other applicable jurisdictions as an expert in the delivery of financial assistance programs;

  • Effectively implement the QRIDA Board’s endorsed strategic direction;

  • Shape and drive an adaptable and resilient organisation with operations and a culture that are resilient to change;

  • Build and sustain relationships with key Government and non-Government stakeholders including financial institutions and key industry groups, fostering collaboration and participation in the delivery of quality financial schemes, initiatives, and strategic directions;

  • Strategically manage the human, financial, physical, compliance, and technological resources of QRIDA to ensure the effective and efficient delivery of QRIDA’s services under all applicable legislation;

  • Support Queensland’s rural and regional sectors through facilitating fair and accountable practices, and delivering client focused services;

  • Engender a culture of business excellence and staff commitment to a high stand of corporate values and ethics, with particular regard to client experience, leadership, accountability, impartiality, and respect; and

  • Manage, develop, coach, and support senior executives to achieve the effective and efficient delivery of strategic and business objectives.

Key Responsibilities

The responsibilities and duties undertaken by the role include, but are not limited to:

  • Provide high level strategic policy advice to the Board and the Minister with respect to:

    • Loans, grants, financial program administration, and Farm Business Debt Mediation issues and trends;

    • Rural and regional sector emerging trends; and

    • Other social and economic issues as they affect the rural and regional sectors.

  • Lead and direct QRIDA in administering the Rural and Regional Adjustment Act 1994 (Qld) and Farm Business Debt Mediation Act 2017 (Qld) by providing the following services:

    • The administration and enforcement of the legislation;

    • The administration, assessing, and decisioning of scheme applications, and ongoing loan management;

    • The administration of the Farm Business Debt Mediation process, including assessment of applications for exemption certificates; and

    • Production of the bi-annual; Rural Debt Survey for tabling in Parliament.

  • Collaborate with the QRIDA Board to formulate the strategic vision for QRIDA and lead and direct strategic planning processes to ensure this vision is achieved within the context of Government policy objectives.

  • Promote QRIDA’s services to Agencies across the whole of Government, as a preferred services provider of loan and grant administration services across the Queensland Government.

  • Manage effective strategic relationships by:

    • Engaging, negotiating, and building collaborative partnerships with QRIDA’s major stakeholders including industry organisations, financial institutions, and appropriate Queensland Government and national agencies.

  • Provide exceptional leadership to staff to achieve a high performing culture of outstanding client focused service, and excellence in business practices.

  • Shape, model and reinforce an agile, accountable and collaborative culture that facilitates workforce engagement, empowerment and performance.

  • Direct the development, maintenance and evaluation of effective information management systems for the establishment and measurement of accountabilities.

  • Ensure the sustainability of QRIDA through the appropriate investment and service costing strategies while controlling risk, applying strong financial management practices, and through innovation and productivity in service delivery.

  • Ensure ongoing monitoring and review of organisational performance and deliverables to deliver innovative outcomes.

  • Champion continual improvement of best practice change management initiatives to promote exceptional client experiences and corporate governance standards.

  • Ensure all reporting requirements on the operations of QRIDA are met at a high standard, including reporting to the QRIDA Board of Directors, Parliament, Auditor-General, other Government Agencies, and to industry and the community.

  • Ensure the development and maintenance of corporate governance frameworks that deliver efficiency, effectiveness, integrity, compliance, and accountability to stakeholders.

  • Tertiary education and relevant qualification in finance, human resources, business or communications would be considered highly desirable along with the relevant leadership skills.

    The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and communities of Queensland. As an executive you will work towards a system of world class service delivery and public sector management.

    You will have a record of success as a leader in a large and complex organisation with outstanding leadership ability, and significant experience in building high performing teams.

    You will have extensive experience across the public, private and/or not for profit sector and you will have a strong background in strategy and policy implementation, service delivery, and client service. You will have a proven track record as an agent of change in challenging environments, and in fostering a confident and capable workforce.

  • This position of CEO is accountable to the Chair of the QRIDA Board of Directors, and the Minister for Natural Resources and Mines, Minister for Manufacturing, and Minister for Regional and Rural Development.

    The primary delegations and accountabilities for the CEO are to: 

    • Provide high level, strategic policy advice to the QRIDA Board of Directors and the Minister for Natural Resources and Mines, Minister for Manufacturing, and Minister for Regional and Rural Development on emerging trends and issues affecting the rural and regional sectors in Queensland;

    • Report with the Minister to Parliament on the performance and operations of QRIDA under the Ministerial Service Delivery Statement;

    • Provide prudent and strategic management of QRIDA’s net asset portfolio of approximately $1.16 billion, including cash of $329 million (financial year 2023-24);

    • Financially administer QRIDA’s operational budget with total revenue of approximately $410.5 million, and total expenses of approximately $283.9 million (financial year 2023-24);

    • Exercise financial delegations, including the approval of any amount of approved budget expenditure as well as non-recurring and recurring expenditure in accordance with relevant legislation and in accordance with delegations provided by the QRIDA Board of Directors;

    • Exercise human resource delegations for the recruitment, management and development of a workforce of approximately 195 people to meet the performance and business requirements of the organisation, as delegated by the Public Sector Act 2022 (Qld) ; and

    • Certification of QRIDA’s audited set of accounts.

  • As a leader in the Queensland Government, you will display outstanding judgement, high level integrity, strong agility to adapt to a constantly changing environment, a strong achievement orientation, and excellent communication and negotiation skills.
