QTC is the central financing authority for the Queensland Government and provides financial resources and services for the State. We manage the State’s funding program in the global capital markets to deliver sustainable and cost-effective borrowings for the Queensland Government—principally through Queensland Treasury. Our clients also include government owned corporations, departments, agencies, local governments, and other entities such as universities.

With a statutory role to advance the financial interests and development of the State, we work in partnership with Queensland Treasury and other clients to deliver financial, economic and social outcomes. We protect Queensland’s financial interests and deliver better financial outcomes by centralising the management of our clients’ borrowings, cash investments, and financial risks.

About the Assistant Commissioner

Purpose of Role

QTC’s Advisory Division is focused on supporting financial sustainability and operational excellence across Queensland’s Government Departments, Local Governments and Government Owned Corporations. The Advisory Division supports and assists these Government entities to:

  • deliver their budgets

  • improve their client service delivery

  • identify and mitigate significant business risk

  • implement and sustain projects while building internal capability

QTC’s Advisory Division contributes to projects that create meaningful solutions with profound outcomes. Our work addresses challenges of today, with results for tomorrow, striving to improve Queensland for generations to come. A key part of Advisory Division is QTC’s Education program. This program protects and advances Queensland’s financial interests by contributing to a more financially capable and risk literate public sector. The program delivers to a diverse range of QTC’s client groups, including government departments, local government and government owned corporations. This program is delivered partly internally and partly in partnership with external education providers, particularly universities. The underlying objective is capability uplift across the Queensland public sector. The Director, Workforce Advisory will have strategic responsibility for the QTC Education program and for Advisory Division’s client capability uplift efforts more generally. This role will use the Education program alongside Advisory Division’s project and advisory work to achieve significant financial and risk capability uplift across the public sector.

Responsibilities & Accountabilities

Education program

  • Strategic responsibility for the QTC Education program and its outcomes

  • Oversight of education partner sourcing and management, and responsibility for KPIs and budget

  • Regular review of QTC Education program to ensure it is achieving QTC objectives

Capability Uplift

  • Leadership of QTC’s client capability uplift efforts, working closely with all client-facing teams

  • Responsible for design of QTC’s client capability uplift frameworks

  • Responsible for coordinating all QTC client capability uplift efforts with the QTC Education program and with capability uplift efforts across the Queensland public sector

  • Regular review of QTC client capability uplift efforts to ensure they are achieving QTC objectives, particularly in the context of the evolving state of research on adult learning and development

Qualifications

Essential

  • Tertiary qualification in a relevant discipline required for professional roles (e.g., Business, Economics, Finance, Education, Public Policy)

Desirable

  • Post-graduate qualification in a relevant discipline (e.g., Business, Economics, Finance, Education, Public Policy)

    Experience

    Essential

  • Experience leading and delivering capability uplift in an advisory setting

  • Experience working in or with the education sector to delivery learning or capability uplift

  • Experience working in or with the public sector on capability topics

    Desirable

  • Experience managing strategic / complex vendor sourcing and partnerships
