About Corporate Services
The Corporate Services group delivers information management services, the enterprise-wide digital transformation program records management, and fleet management services.
About the Role
Integral member of the Senior Leadership Team (SLT) reporting to the General Manager Organisational Services, ensuring Information Management Systems are functioning effectively, are continuously improved and resilient to cyber security threats while leading the Digital Transformation Program to deliver the Enterprise Resource Program (ERP) Modernisation Program.
Leads more than 70 employees across a diverse group comprising 5 business units and the Digital Transformation Program.
Influential in the future success of the organisation through provision of visionary, inspiring and strategic leadership with a focus on safety, performance, financial sustainability and continuous improvement.
Develops short-term and long-term information and communication technology (ICT) strategies with a focus on delivering the strategic goals set within the Corporate Plan.
Delivers the ICT strategies ensuring good governance, industry best practice, digital media information and facilitation of business delivery aligned to Council’s objectives and priorities.
Delivers cost effective acquisitions, maintenance and disposal through the life cycle of Council’s corporate fleet of vehicles and small plant equipment.
Provides sound information and technology support and insightful, reliable and robust data and analysis to enable critical business decisions.
Delivers services to internal customers to enable the delivery of services to the community aligned to Council objectives and priorities.
Defines key metrics based on service delivery objectives and optimises costs of services through a mix of internal and external resources, including the establishment of strategic service provider partnerships.
Provides sound information and insightful, reliable and robust data and analysis to enable critical business decisions.
Participates in steering committees, including the Information Management Steering Committee (IMSC), the ERP Project Control Group (PCG) and chairs the ERP Technical Design Authority and Business Design Authority governance groups.
Opportunity to step into the General Manager position as required, leading the department in the effective, efficient and economical management of public resources and service delivery excellence.
Provides expert advice, reporting and service to the Mayor, CEO, Councillors and General Managers within a complex legislative system and sensitive political environment.
Executive contract requirement of a 6 month probationary period.
Key Accountabilities

Deliver on organisational objectives and key performance indicators.
Develop strategic plans that respond to future needs, whilst ensuring value for money.
Ensure optimum integration of planning that supports alignment across budget, operational capital planning and service delivery Council wide.
Effective leadership on key strategic issues and ‘game changer’ projects that impact on Council, the community and the South East Queensland (SEQ) region.
Lead and drive delivery on the city vision and Corporate Plan, as well as delivery of capital program, key projects and initiatives, with particular focus on catalyst projects.
Take a proactive role in identifying enhanced revenue sources and financial strategies and opportunities to continually improve the financial position of Council.
Establish and drive policies, procedures, systems and plans for future operations to ensure an integrated response that considers customer focus of the business units is maintained.
Monitor, report and advise on significant information management implications on the operations and sustainability of Council and devise appropriate strategies, activities or interventions in line with the strategic intent.
Drive continuous improvement in relation to strategies, management and processes to ensure long-term stability.
Lead, manage and develop the Corporate Services group to establish and implement short- and long-term strategies, objectives, policies and operating procedures.
Deliver and lead an ICT strategy that identifies and informs practices and activities to build organisational capability to deliver services to the community.
Provide advice on an ICT strategy ensuring long term sustainability and the ability to meet short term operational needs.
Drive continuous improvement in relation to ICT and fleet strategies, management and processes to ensure long term stability.
Provide strategic advice to optimise ICT and fleet resources aligned to Council’s objectives.

Identify political, economic, industry, employment and social trends and developments which may impact on current operations or may create new opportunities.

Build and foster constructive relationships across Council, fostering an environment of trust and teamwork.
Enable a customer centric approach in line with Council outcomes for the Redlands Coast community including positive proactive relationships with residents, ratepayers and community interest groups to assist managing community expectations.
Cultivate and maintain relationships with Councillors, local, federal and state government agencies to deliver strategic benefits to the community.
Active advocacy and further strengthen relationships for the city with key partners including Department of State Development, Infrastructure, Local Government and Planning (DSDILGP) Department of Environment and Science (DES), Department of Transport and Main Roads (DTMR), Seqwater and Quandamooka Yoolooburrabee Aboriginal Corporation (QYAC).
Effectively engage with leaders and employees to negotiate mutually beneficial outcomes for all stakeholders.

Ensure the group complies with all relevant regulatory, statutory and compliance obligations, as well as internal practices and procedures, as they relate to workplace health and safety, environment, industrial relations, corporate governance and any other legislation administered by the department.
Act in accordance with objectives, strategies, policies and obligations arising from the enterprise risk management framework.
Manage and monitor the group’s operational and financial performance and report accordingly.
Monitor and validate the organisation’s compliance with its security policies and establish governance structures for business process improvement including defining and adjusting ICT standards and technologies to align the information risk management with enterprise-wide risk management.

Tertiary qualifications in Information Management.
Desirable
Postgraduate qualifications in a relevant field.

Essential
Demonstrated competence in a comparable CIO and senior leadership position with 5 to 10 years’ experience.
Significant experience in a senior information management role with demonstrated understanding of ICT principles and in-depth knowledge of how these services can be used for organisational effectiveness.
Proven ability to build and maintain professional relationships with diverse stakeholders (including public and private) and a strong focus on excellent customer service delivery.
Substantial achievement in consistently facilitating and negotiating positive outcomes with a diverse range of stakeholders with different (and sometimes competing) needs and priorities whilst continuing to develop innovative and practical solutions.
Demonstrated experience in leading and managing people to optimise productivity and create an attractive, safe, equitable and rewarding workplace.
Demonstrated success in leading and building capacity to operate at a strategic level, providing advice to executive leaders and operational teams.
Demonstrated capability to manage multifaceted projects, as well as managing the day to day physical, financial and information resources to achieve cost effective services and continuous improvements within budget parameters.
Proven record of analytical capacity and decisiveness in decision making and implementation in achieving corporate objectives at a senior level.
Demonstrated change management experience, including the successful sponsorship and leading of restructures and organisational culture change.
Exceptional interpersonal and communication skills with particular emphasis in the areas of consultation, advocacy, negotiation, engagement, influencing, conflict resolution and assertiveness in order to resolve organisational and community issues in a changing organisational environment.

Program Management experience delivering the implementation of an ERP system in a large, complex organsiation
Knowledge of, or ability to rapidly acquire knowledge and understanding of the legislative framework under which Local Government and commercialised business units operate including the demonstrated capacity to apply that knowledge.
Experience in public sector environment.
