Governance Service Manager

Primary Purpose

Lead and manage the development and implementation of frameworks to improve corporate and democratic governance arrangements at Council and be proactive about positioning Council to meet its governance obligations under relevant legislation.

 
 

Key Accountabilities

 

Selection Criteria

  • Provide effective leadership to a diverse team delivering a range of services and tasks, ensuring effective integration across multiple teams.  Provide a well-coordinated, respected, responsive governance service, in line with statutory requirements and best practice.

  • Lead a team of staff, managing workload pressures and conflicting demands and create a positive working environment where the team delivers a challenging program of work which achieves legislative requirements and timeframes.  Manage changes within the team and support effective management of change across Council.

  • Develop the team, and build the capacity of individual team members, through development, mentoring, coaching and support a responsible, flexible, outcome focused culture within the team.

  • Manage financial and staff resources within financial targets, including management of administrative staff who support the unit and wider Corporate Services Group.

  • Develop strong relationships with key internal stakeholders, including Councillors, Executive Leadership Team, Senior Managers and operational leadership team across Council to deliver a program of work to improve Council's financial and statutory governance arrangements.

  • Liaise with key external stakeholders including LGAQ, LGMA, ALGA, Queensland State Government and other local governments to ensure Redland City Council delivers best practice and modern approaches to governance.  Represent Council at events related to governance, contributing to development of governance within the local government industry. 

  • Develop, implement and review corporate frameworks through internal consultation and a risk based and balanced approach which achieves high quality corporate governance whilst making appropriate use of resources.  Review and improve governance processes to improve efficiency and effectiveness of governance arrangements, ensuring integration with other systems and frameworks across Council  Establish a strong governance framework, with meaningful and effective methods of measuring compliance and progress with implementation.

  • Provide advice to Councillors, managers and officers about a broad range of issues related to democratic processes and complex legislation.  Show sensitivity and a high degree of judgement when dealing with highly sensitive and confidential matters.  

  • Lead and manage the innovative development, monitoring and amendment of Council's operational plan and business planning, in line with legislation.

  • Oversee Council's Policy Framework and manage the program of review in accordance with legislation and in consultation with the community, Councillors and key internal stakeholders. Ensure key statutory and corporate policies are up to date and reviewed in consultation with relevant stakeholders.

  • Manage the communication of policies to external stakeholders and staff to ensure high level of understanding and buy in to enable effective delivery of the plans. 

  • Manage Council meetings in accordance with the Local Government Act 2009.  Manage reviews of Council's meeting arrangements, standing orders.

  • Maintain statutory registers.

  • Develop Council's annual report.

  • Manage and lead the Councillor Executive Support team to ensure the provision of timely, accurate and effective administrative support to the elected Council.

  • Lead and participate in cross functional projects which aim to improve efficiency and integration of governance processes at Council.  Work collaboratively with Group Partners to provide valued information and advice to other areas of Council, managers and Councillors about matters related to governance.  Proactively engage across Council to contribute to important issues and provide support and advice to Council's Executive Leadership Team as required.  

 
  1. Proven ability to lead and manage a multi-disciplinary team within a complex environment. Demonstrated ability to lead and build capability and capacity of your team through mentoring and the continuous improvement of new systems and integration. Management of budgets and other resources to achieve outcomes.

  2. Strong interpersonal skills, influencing and negotiation skills and an ability to build and maintain effective working relationships with key stakeholders and a support a culture of collaboration.  Competency in analysis and problem solving.  Change management abilities. Excellent report writing, facilitation and presentation skills.

  3. Extensive experience in the provision of expert technical, analytical and strategic advice to continuously improve organisational governance solutions. 

  4. Significant experience in the development and review of policy frameworks and documents.  Ability to interpret complex legislation and policies and ability to ensure compliance with legislation and adopted processes. Ability to negotiate effectively to achieve positive outcomes where there are diverse views. 

  5. Demonstrated ability to manage legislative deadlines and an ability to interpret and apply legislation.  Experience within the area of corporate and democratic governance and an ability to develop effective processes which consistently deliver compliance with legislation. Ability to provide advice to internal stakeholders on complex and sensitive matters.
