Overview
After the historic ‘Path to Treaty’ bill passed earlier in 2023 in regional parliament in Cairns, Queensland prepares for treaty-making between Aboriginal and Torres Strait Islander peoples. Luminary is partnering with the Queensland Government via the Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts to set up the foundations of the Path to Treaty Act 2023.
The Path to Treaty Act 2023 will establish a First Nations Treaty Institute and a formal Truth-Telling and Healing Inquiry.
Truth Telling & Healing Inquiry
The objectives of the Inquiry are to chronicle the history of colonisation and impacts on First Nations peoples; ‘do no harm’ in the conduct of the Inquiry by adopting the principles of free, prior and informed consent and a trauma-informed approach; promote public awareness, inform education and develop shared understandings of First Nations cultures, histories, languages and traditions; and to link with the treaty-making process and provide recommendations to inform treaty-making.
The Truth-telling and Healing Inquiry presents a unique opportunity in Queensland’s history to reframe the relationship between Aboriginal and Torres Strait Islander Queenslanders, and non-Indigenous Queenslanders.

First Nations Treaty Institute
We’re taking steps to prepare Queenslanders for treaty-making between Aboriginal and Torres Strait Islander peoples, the Queensland Government and non-Indigenous people.
For Queensland, treaty is about the Queensland Government and Aboriginal and Torres Strait Islander peoples coming together as equals to write our future together.
The First Nations Treaty Institute will co-design a treaty-making framework that sets the ground rules for treaty negotiations and will guide treaty-making in Queensland.
Why does Queensland need a treaty?
A treaty or treaties will set the foundation for a shared future between Aboriginal and Torres Strait Islander peoples and the Queensland Government. It will allow all parties to come together and negotiate a new way of working and set the foundation for a positive co-existence.

Resources Safety & Health
The Commissioner for Resources Safety and Health is an independent advisor to the government and is appointed by the Governor in Council under the Resources Safety and Health Queensland Act 2020.
About the role
This independent office ensures the safety and well-being of Queensland's invaluable resources workforce by overseeing the performance of Resources Safety and Health Queensland (RSHQ). Established as an independent office under the Resources Safety and Health Act 2020, RSHQ stands as a beacon of excellence, dedicated to monitoring and reviewing the performance of safety and health functions within Queensland's vibrant resources industry. As the regulatory body overseeing this crucial sector, RSHQ plays a pivotal role in advising the Minister on matters pertinent to worker safety and health. The Commissioner for Resources Safety and Health leads the charge, engaging with stakeholders across coal mining, explosives, and petroleum and gas sectors, to promote and safeguard the welfare of those affected by industry operations. We're seeking a dynamic individual to join our team, where innovation, collaboration, and a commitment to public interest are at the forefront of our mission.
Role of the Commissioner
The Commissioner's main functions are to:
advise the Minister for Resources on matters relating to safety and health in the resources sector
respond to requests by the Minister for advice on particular matters
fulfil the roles of chair of the Coal Mining Safety and Health Advisory Committee and the Mining Safety and Health Advisory Committee
engage with representatives of the explosives sector and petroleum and gas sector about promoting and protecting the safety and health of people who may be affected by the operation of those sectors
monitor, review and report to the Minister on the performance of the regulator.
About the role and you
As the Commissioner for Resources Safety and Health, you'll step into a role of significant influence and responsibility, shaping the safety landscape of Queensland's resources industry. Reporting directly to the Minister for Resources and Critical Minerals, you will provide expert advice, navigate strategic priorities, and oversee the performance of RSHQ's functions with unwavering dedication.
Key to your success will be your ability to foster crucial relationships, both internally with the Minister's office and the Chief Executive Officer of RSHQ, and externally with industry stakeholders and government agencies. You will have oversight of an organisation of dedicated professionals, you will address the diverse challenges of worker safety and health within mining, quarrying, petroleum, gas, and explosives industries. You will chair several committees and be comfortable with running and reporting on senior level meetings. If you possess a professional qualification relevant to the resources sector, coupled with demonstrated expertise in safety and health management, we invite you to embark on this rewarding journey with the Commission.
