General Manager (Passenger Transport Services)

Translink Division

Translink, a Division of the Department of Transport and Main Roads, is responsible for enabling the effective planning and efficient management of public passenger transport services in Queensland.

Passenger Transport Services Branch manages a multi-modal network across the state working with delivery partners to provide safe, reliable and efficient public transport services, including delivering customers with real-time information.

 
 

Key responsibilities

As the accountable executive, you will play major role in the transformation of Queensland’s passenger transport system to deliver better outcomes and value for money to the community, government and industry from the Queensland Government’s present annual investment of $4.33 billion in passenger transport. Translink has responsibility of $1.54 billion.

Some of your responsibilities will include to:

  • Be accountable for an annual operating budget of approximately $1.19 billion and oversee an establishment of approximately 215 employees. This includes the development, negotiation, and management of approximately $1.15 billion in service delivery payments for the provision of specified urban transit services to achieve fiscally sustainable outcomes.

  • Manage all key contractual relationships with passenger transport service providers and joint venturing with business delivery partners to provide bus, ferry, light-rail, long distance coach and aviation services across the state.

  • Lead complex multi-stakeholder interactions and negotiation of commercial arrangements with delivery partners.

  • Ensure application of any project governance, decision making, financing, planning and execution frameworks to appropriately control risks.

  • Provide strategic and authoritative advice and information to the Minister, Director-General and Deputy Director-General in relation to the operation of passenger transport services.

  • Cultivate a high-performing workforce with a customer-focused ethos, characterised by teamwork, open discussion, strong morale, and an unwavering commitment to achieving results.

Mandatory qualifications and conditions

  • Due to this role having access to sensitive data, a criminal history check will be undertaken prior to appointment to the role.

  • Additional testing may be required such as psychometric testing.

Requirements of the role

  • Proven track record in managing and negotiating complex contracts in a passenger transport context and public sector management.

  • Commitment to understanding and meeting diverse customer and stakeholder needs.

  • Extensive leadership experience in navigating change in challenging and complex environments and fostering a confident and capable workforce.

  • Display outstanding judgement, high-level integrity, agility, adaptability, and achievement orientation.

  • Possess excellent communication and negotiation skills.
