The Court and Tribunal Services (CATS) is responsible for the administration and operation of the courts within the state and ensures the proper functioning of the justice system by providing frontline services across case management, registry recording and transcription, court referral and support programs, community engagement and other initiatives.
CATS is a division of the Department of Justice and Attorney-General. The division is made up of over 1,500 skilled and dedicated staff working across Queensland. These staff deliver a diverse range of frontline and support services designed to assist Queensland’s independent judiciary and tribunal members and promote quality outcomes for the community.
The Magistrates Courts Service (MCS) delivers registry services to the Magistrates Courts across Queensland, and works closely with the Supreme, District and Land Courts Service and Queensland Civil and Administrative Tribunal (QCAT) for the delivery of Supreme Court and District Courts and QCAT services in regional and remote centres in Queensland.
As Senior Director Court Operations and Deputy Principal Registrar you will use your strong leadership skills to lead MCS during a time of transformative change focussing on excellence in frontline service delivery and improving access to justice. You will identify opportunities to improve, streamline and modernise systems and process operating in MCS and across courts and tribunals.
You will be entrusted with driving policy and frontline service delivery reforms to ensure MCS delivers efficient, effective, accessible, safe and people focussed services that are responsive to diverse community needs.
Reporting directly to the Assistant Director-General, MCS, the Senior Director Court Operations and Deputy Principal Registrar (Senior Director) is responsible for the administrative operational functions required to support the delivery of justice in Queensland’s Magistrates Courts, and regional Supreme and District Courts (SDC), support for the regional operation of QCAT and other government services, in line with relevant legislation, policies, and delegated authority, ensuring adherence to ethical decision-making principles and standards.The Senior Director will be responsible for providing operational and strategic leadership of a complex, dispersed frontline service delivery organisation. This includes responsibility for strategic and business planning, managing human and financial resources, overseeing the maintenance of building and ICT infrastructure, general courthouse security, managing change, driving performance and continuous improvement and creating a culture of excellence in courts across the state. The Court Operations branch is a complex organisation that is dispersed across 52 locations, and which comprises just under 700 staff.You will be working closely with judicial officers, this position requires an understanding of the concept of judicial independence and the separation of powers, and the unique environment this creates and within which the CATS division operates.
You will have statutory duties as Deputy Principal Registrar for the Magistrates Court under the Magistrates Courts Act 1921 (Qld) and the Justices Act 1886 (QLD).
Specifically, you will:
Exercise power and functions conferred by legislation.
Deliver public value through championing and leading court operations to drive strategic, culturaland system change in alignment with government priorities, departmental objectives, andstakeholders, including community and court user expectations.
Strive for continuous improvement and cultivate excellence in service delivery across multiplejurisdictions.
Lead strategic and operational planning and practices (including finance and human resources)across the six operational regions in Queensland.
Create and maintain a cohesive, high performing court operations team, creating strong workingrelationships, empowering, and coaching others, encouraging a multidisciplinary team approachand leadership that supports a culture of continuous improvement.
Foster, manage and maintain collaborative working relationships with judicial officers (particularlythe Heads of Jurisdiction), partner agencies, court staff, community organisations, serviceproviders and stakeholders to ensure the delivery of efficient and effective court services.
Prepare reports, submissions, briefing notes, executive/board correspondence.
Actively participate as a member of the CATS and MCS senior leadership teams to help shape and drive the strategic direction of CATS, including representing CATS and the interests of the Attorney-General on senior level working groups, steering committees and forums and when consulted on issues relevant to MCS.
Provide strategic advice to the CATS executive team and represent CATS and the interests of the Department on senior level working groups, steering committees, and forums.

You promote and utilise delegative and governance structures to empower decision making at the appropriate level.
Working Relationships
This role interacts with internal stakeholders across the entire department and external government entities.
Reports to: The Senior Director reports to the Assistant Director-General, MCS.
Direct reports: The Senior Director has six direct report Regional Directors for the North Queensland, Central Queensland, Sunshine Coast and Western Queensland, South Queensland, Logan/Gold Coast regions and the central Brisbane region.
Collaborates with: The Senior Director is required to work closely with judicial officers and to work collaboratively with key partner agencies both within and external to government.
Qualifications and conditions
Possession of relevant tertiary qualifications in in public administration, legal practice management, law, business or other relevant fields would be highly regarded.
