About the RTA
The RTA is the Queensland Government statutory body that administers the Residential Tenancies and Rooming Accommodation Act 2008(the Act). The RTA is responsible to the Minister for Housing and Public Works and Minister for Youth.
We work with all sector groups including tenants, property managers and owners, community and industry stakeholder groups and the Queensland Government.
We provide tenancy information, bond management, dispute resolution, compliance and enforcement, and education services.

About the Role
Chief People and Impact Officer
As a member of the Executive Leadership Team (ELT), the Chief People and Impact Officer is responsible for leading strategic workforce management, talent strategies, human resources (HR) services, organisational development, education and communication including external affairs. The role contributes to the Residential Tenancies Authority’s (RTA) organisational strategy by demonstrating an exceptional ability to lead and manage the RTA’s people experience, culture and external affairs in a complex and changing environment.
Critical to success in this role is the ability to establish and maintain effective working relationships with a range of internal and external stakeholders, while championing and modelling best practice people management practices.
This role will lead, direct and nurture innovative, forward-thinking and market-leading strategies that attract, retain and develop people to achieve the RTA’s strategic and operational objectives. You will advise and guide the RTA in the development and implementation of employer of choice strategies and plans. You will also contribute to organisational objectives via the development of people, communication and engagement strategies, tactics and operations.
The Chief People and Impact Officer will lead and oversee the People and Culture business unit, which includes the following four functions:
HR services
Stakeholder engagement
Learning and organisational development
External affairs including communication and education
This role will be responsible for building and protecting the RTA’s reputation as a high-performing regulator and service provider across a multitude of customer and stakeholder requirements. You will also monitor and evaluate performance, processes and outcomes to ensure people, communication and engagement practices are sustainable, effective and efficient to position the RTA for current priorities and future challenges.
Your Accountabilities
Provide high level strategic analysis and advice to the Chief Executive Officer, members of the ELT, RTA Board, Department and Minister’s Office on all aspects of the people, communication and engagement strategic priorities, trends and operational performance.
Lead strategic stakeholder engagement to influence policy, practice, and outcomes by building collaborative relationships with government, industry, and community stakeholders, that deliver measurable improvements in the residential tenancies system for Queenslanders.
Lead the RTA’s communication and education activities including strategic and timely media relations, issues management, corporate communications, website and intranet management, community education and stakeholder engagement to meet the organisation’s strategic and operational objectives.
Oversee the RTA’s Human Resource function to provide expert advice and best practice services including (but not limited to) industrial relations, recruitment and selection, succession planning, staff attraction and retention, payroll, performance management, workplace health and safety, grievance and discipline management.
Lead the provision of professional, informed and timely strategic advice to the ELT and other senior management on issues of a complex and sensitive nature pertaining to industrial relations, human resources, talent experience and recruitment.
Ensure high quality organisational development services for the RTA including learning and development, competency frameworks, performance management frameworks, systems and processes, employee engagement, reward and recognition and the coordination and delivery of high-quality learning solutions.
Develop, lead and manage teams of specialists in contributing effectively to the RTA’s vision and strategic objectives.
Create an organisational environment that values performance and ongoing development through design and implementation of performance and staff development systems, frameworks and measures to maximise outcomes, culture, leadership and capability.
Provide insights into future organisational resourcing requirements and undertake proactive strategic workforce planning activities and outcomes.
Develop and implement the RTA’s people plan, partnering to deliver key initiatives in line with the Strategic Plan.
Develop, implement and evaluate people, communication, culture and change engagement initiatives, policies and procedures consistent with contemporary best practice principles and RTA strategic objectives.
Qualifications and Professional Registrations
We are looking for someone with:
Tertiary education and a relevant qualification in human resources, business or communications, would be considered highly desirable along with relevant senior leadership skills.
The RTA values the increased knowledge and skills resulting from tertiary education and acknowledges that enhanced work performance can be achieved through other learning experiences, including on-the-job training and structured professional development.
