About the Role

Chief Executive Officer

‍Council’s principal officer with overall management responsibility for the efficient and effective operation of the Council in accordance with, and for the objectives of, implementing policies and objectives by:

  • Acting as the primary link between Councillors and the organisation, and providing assistance to Councillors in strategy and policy development

  • Leadership to staff in achieving Council objectives and operational plans

  • Overseeing the sound financial management of the Council

  • Communicating and promoting Council’s policies to the community it serves

  • Acting fairly and impartially in carrying out the responsibilities of the position‍ ‍

Key Accountabilities

Corporate Management:

  • Provide strategic leadership, project and performance management and direction to the whole of Council to ensure the effective delivery of policy, planning and service functions on behalf of Council and the community with additional responsibility for governance, disaster management, and community and economic development.

  • Initiate, develop, implement and continually improve sound business practices, supported by sustainable financial practices for the long-term benefit of the community and the organisation including the development of long term financial and asset management plans for the whole of Council.

  • Oversee the research, development and implementation of Council-wide strategies, policies and procedures that provide Council with an operating environment that reflects integrity and consistency in actions and decisions.

  • Ensure that expert and timely financial advice is provided to Council and employees as required in accordance with Council and statutory requirements.

  • Represent Council in discussions and negotiations with Federal and State agencies, other local authorities, private sector proponents and other stakeholders in relation to significant issues affecting the sustainability of Council and the development of long-term strategies to deliver the financial sustainability and governance needs of the region.

  • Prepare timely and well-researched advice, briefings, reports, submissions and correspondence to Council on key issues.

  • Coordinate and review the research, analysis and interpretation of complex issues relating to the delivery of sound governance and financial sustainability.

  • Critically analyse regional issues and proposals in terms of their consistency with identified financial sustainability requirements and in terms of consistency with broad State Government regional development policies, regional plans and other government strategic policies.

  • Develop and implement a strategic model for the identification, assessment and management of risks to the operations of Council. 

  • Provide executive management for the prioritisation of major projects and encourage continuous improvement, innovation, initiative and best practice approaches in each area of operation.

  • Perform other duties within your capabilities as directed.

Decision Making

  • The Council, in accordance with the provisions of the Local Government Act 2009, will delegate authority to exercise such powers, delegations and judgements as determined necessary from time to time to enable the effective fulfilment of the requirements of the position

  • The position is accountable to Council in respect of the following matters:

    • Efficient and effective attraction, retention and utilisation of resources

    • Researching, identifying and implementing value-adding community services and overall responsiveness to customers in general

    • Health and safety in respect of any risk to health or safety in accordance with legislation and Council policies and procedures

    • Liaison and coordination across whole of Council to bring about an effective and unified approach to the implementation of Council’s Community, Corporate and Operational Plans

Communication & Interpersonal

  • Effectively communicate with different levels of the organisation and external stakeholders

  • Apply both formal and informal communication strategies to suit the needs of the stakeholder

  • Service delivery or interaction with the customer is focused on resolving immediate problems and mitigating the risk of potential problems 

  • Adopt a management style that encourages continuous review of service culture and the implementation of policies and practices valued by customers

  • Adopt a leadership style that rewards a culture of service excellence, problem resolution and innovation

  • Project and promote the image of Council as being efficient, courteous and customer focused by open, honest and timely communication with stakeholders

  • Comply with Council’s Code of Conduct

What we are looking for

Balonne Shire Council is seeking a collaborative and authentic executive leader who combines strategic capability with a genuine commitment to regional communities. You understand the unique opportunities and challenges of leading in a regional environment and recognise that visibility, trust and relationships are fundamental to success.

You are an experienced executive who can confidently navigate complex stakeholder environments, provide sound strategic advice and lead organisational performance while maintaining a strong focus on community outcomes.

Additionally, you will bring:

  • Proven executive leadership experience within a large, complex or community-focused organisation.

  • Strong expertise in strategic planning, financial management, governance and organisational leadership.

  • Highly developed stakeholder engagement, negotiation and relationship-building skills.

  • Experience working within politically sensitive or highly regulated environments, ideally alongside elected representatives.

  • Demonstrated ability to lead organisational change, develop high-performing teams and foster a positive workplace culture.

  • Exceptional judgement, integrity and a commitment to delivering public value through effective local government leadership.

This role requires a current C Class open drivers’ licence. Experience in local government is desirable.
