About the Role
Manager, Asset Systems and Data
The Manager Asset Data and Systems plays a critical role in the effective management of Council’s infrastructure and public assets by overseeing the Enterprise Asset Management (EAM) system and processes by ensuring the integrity of asset data. This position ensures that Council’s assets – such as roads, parks, stormwater, and buildings – are managed efficiently through reliable data, strong governance practices, and integrated technology systems.
The Manager will collaborate across business areas and Divisions to maintain consistent data practices, continuously improve EAM performance, and support long-term planning and compliance efforts through effective EAM systems and processes. This position will lead the establishment and compliance monitoring of Council’s EAM data governance policies, system standards, and analytics capabilities to optimise asset lifecycle management.
The Infrastructure Services Group is a core delivery arm of Council, responsible for ensuring the comprehensive planning, development, delivery and maintenance of essential infrastructure and assets across Brisbane, that support community needs, enhance quality of life for residents and visitors, as well as economic vitality.
This Group is entrusted with the strategic and operational oversight of a diverse range of public assets, including roads, footpaths, bridges, parks, gardens, drainage networks, community facilities, and bike paths. It delivers a significant capital works program while also managing substantial recurrent investment, upkeep and continuous improvement of these assets. It plays a critical role in supporting the liveability, sustainability and public confidence in Council’s services and assets.
Key Accountabilities
Lead administration of Council’s EAM system (e.g. SAP, spatial, reporting, digital solutions and supporting business processes) supporting asset lifecycle tracking and maintenance operations.
EAM process owner (systems and processes) and hold membership of governance forums and working groups representing the Value Stream Owner and General Manager.
Govern data standards, regulations, procedures and quality assurance processes ensuring accurate, complete, and consistent asset data across Council for applicable asset and maintenance data.
Provide strong leadership and direction ensuring the delivery of Council’s Asset Management information outcomes and business improvement initiatives from an enterprise asset management perspective.
Develop strategies to strengthen overall capability with SAP and Asset Information Data and related processes.
Supervise, audit and support internal users on EAM workflows, system use, and data quality standards.
Develop, maintain, and model excellent relationships within the enterprise asset management business, encouraging and participating in collaborative partnerships to achieve benefits and future strategic outcomes.
Develop and maintain strong customer engagement and stakeholder management at the executive level.
Collaborate with ISB and other stakeholders to integrate the EAM system with digital platforms, customer platforms, GIS, finance, procurement and HR.
Serve as subject matter expert for EAM system and process upgrades, testing, user training and issue resolution, in coordination with ISB.
Drive initiatives in data validation, reporting, and business intelligence to support asset performance-based budgeting, capital improvement planning, and compliance reporting.
Lead efforts in strategic asset system road-mapping, documenting and then the transformation of digital asset data and platforms.
Monitor system performance, ensure data security, and coordinate with ISB on infrastructure and support.
What Success Looks Like
Within the context of the responsibilities described previously, the ideal applicant will be someone who has:

Proficient in EAM/CMMS platforms and system processes (e.g. SAP or similar) with strong knowledge of GIS platforms (e.g. ESRI ArcGIS) and their integration with asset systems.
Familiarity with IoT platforms, and mobile work order solutions.
Experience with data governance frameworks, data quality management, and system integration.
Experience in standard EAM business processes including asset condition assessment, preventive maintenance strategies, and capital planning tools.
Excellent problem-solving and analytical skills.
Strong leadership and communication skills for supporting cross-functional teams and stakeholders.

Understand governance frameworks, statutory and regulatory compliance, including legislation relevant to local government operations particularly the City of Brisbane Act 2010 and associated regulations, Council Ordinances and Local Laws
Champion the strategic corporate management agendas on issues such as customer service, service delivery, change management and people management, and integrate these principles into the operation of the business.
During disaster events, be available to perform the role of Incident Controller within the Local Disaster Coordination Centre to provide leadership and implement strategic directions from the Local Disaster Management Group.
Essential at recruitment requirements:
Due to the requirements of this role criminal history and business history checks will be undertaken on preferred applicants. A criminal history does not necessarily preclude an applicant from appointment.
Bachelor’s degree in information systems, Engineering, Asset Management, or related field.
5+ years of experience in enterprise asset management, data management, or system administration roles, preferable within a public agency.
Desirable role-specific requirements:
Proven experience managing EAM or CMMS platforms in a technical or operational environment.
Infrastructure Experience and related regulatory or reporting requirements.
