About the Role
Manager, Financial Planning and Analysis
Strategic Finance provides strategic financial leadership that helps drive long-term financial sustainability for Council and the community – through strategic advice, technical expertise and service excellence and a commitment to growing our people.
The Financial Planning and Analysis Manager is responsible for establishing a strategic finance partnering service to Council’s executive and operational leaders, responsible for driving financial planning, analysis, and business partnering, that enables evidence-based decision-making and sustainable value creation. In this role, you will lead the transformation of finance through digital innovation, agile forecasting, and a culture of continuous improvement, ensuring Council is equipped to meet current and future challenges.
This role requires outstanding leadership, engagement, communication, and influencing skills, with the ability to work effectively across all levels of Council and build strong relationships with a broad range of external stakeholders and partners to deliver responsible and sustainable financial outcomes that benefit both Council and the wider community. In this role you will be a visible advisor to both executive leadership and operational managers, with a mandate to challenge, coach, and influence financial decision-making across Council.
To be successful in this role, you will be driving and championing a continuous improvement and service excellence agenda, working collaboratively to deliver value to our city.

Key Accountabilities
Strategic leadership and planning – Lead long-term strategic planning, development and project delivery to ensure integrated initiatives and projects that align with Council’s strategic goals and objectives and community needs.
Operational management - Oversee operations ensuring effective co-ordination across functions effective management and prioritisation of programs and strong integration and collaboration with other groups.
Service delivery – Deliver on and maintain the outcomes of the Brisbane Vision 2031 Plan and Brisbane’s City Plan.
Resource and financial management - Oversee operational and capital budgets and revenue decisions, to ensure the delivery of high-quality services, effective resource allocation, cost optimisation and long-term service sustainability.
People, culture and capability – Develop and lead a positive and high-performing workforce by fostering an inclusive, accountable culture that supports staff wellbeing, capability development and continuous improvement.
Stakeholder engagement and management - Build and maintain strong and positive partnerships within Council as well as government, elected officials, industry, business leaders and the community, to shape outcomes for Brisbane.
Governance, risk and compliance - Ensure all operations meet regulatory, statutory, safety and policy requirements through strong governance, risk management and continuous assurance.
Delivery and innovation - Drive innovation and transformation initiatives, to enhance service delivery, asset management and customer service.
Executive leadership – Actively participate in the leadership of Council contributing to strategy, planning, and new organisational initiatives and improvement activities.
Lead the development and coordination of Council’s annual budget, long-term financial plan, and monthly forecasts ensuring alignment with strategic objectives, asset management plans, and service delivery priorities across the organisation.
Provide financial modelling, analysis, and clear insights to support executive decisions and strategic initiatives using effective data visualisation.
Champion rolling forecasts, scenario modelling, and agile planning, continuously improving digital finance tools and analytics for informed decision-making.
Translate complex financial data to provide Council executives with clear, actionable financial insights, risk assessments, and business case analysis to support robust stewardship and accountability.
Strengthen financial capability and literacy through training, engagement, and ongoing improvement of financial planning systems and tools.

Demonstrated ability to influence strategic decisions and enhance value through financial insight and effective business partnering.
Comprehensive experience in financial planning, analysis, budgeting, and forecasting within large government or complex organisational settings.
Advanced capability in financial modelling, scenario planning, and the translation of complex data into practical, actionable recommendations.
Proven success collaborating with senior executives, operational leaders, and external stakeholders to achieve strategic and financial outcomes.
Skilled in implementing and refining financial planning systems and processes to boost efficiency and support informed decision-making.
Strong capability in building financial literacy and fostering a culture of accountability, underpinned by a deep understanding of public sector governance and the unique challenges of local government finance.

Financial and risk management with experience overseeing operational budgets, regulatory compliance and governance in high risk, high accountability settings.

Planning the resourcing of services with appropriate risk management to meet demand within budget.
Building new collaborative models with suppliers and program partners to improve public value.

Demonstrated ability to undertake broad executive leadership beyond the specific requirements of the position, across the organisation, including the ability to:

Participate in strategic decision making; represent Brisbane City Council to the community, other levels of Government and to industry.
Own and champion corporate values, strategies, policy, and directions, particularly: Council values and behaviours, Code of Conduct, workplace justice, diversity and inclusion, Zero Harm and flexible work arrangements.
Understand governance frameworks, statutory and regulatory compliance, including legislation relevant to local government operations particularly the City of Brisbane Act 2010 and associated regulations, Council Ordinances and Local Laws
Champion the strategic corporate management agendas on issues such as customer service, service delivery, change management and people management, and integrate these principles into the operation of the business.
During disaster events, be available to perform the role of Incident Controller within the Local Disaster Coordination Centre to provide leadership and implement strategic directions from the Local Disaster Management Group.
Essential at recruitment requirements:
The ideal candidate will have tertiary qualifications in accounting, business or similar and be a Certified Practising Accountant (CPA) or above (for Australia) or Chartered Accountant (CA) or above (with the Institute of Chartered Accountants in Australia).
Due to the requirements of this role a criminal history and business history checks will be undertaken on preferred applicants. A criminal history does not necessarily preclude an applicant from appointment.
Desirable role-specific requirements:
Post Graduate Qualifications in Management, Public Administration or similar would also be highly desirable.
