About the Role

Corporate Treasurer

You will be part of the Strategic Finance branch, a well-established team currently undergoing significant business transformation. In your role, you will build and mature a contemporary finance function. You will enable efficient and effective service delivery across all areas of Council, always acting responsibly and sustainably. The branch provides leadership that drives long-term financial sustainability for Council and the community, and you will deliver strategic advice, technical expertise and service excellence. You will also focus on growing people and building capability.

The Treasurer leads the identification, assessment, and management of all financial risks, maintaining a comprehensive Financial Risk Management Framework. This includes oversight of liquidity, market, credit, and operational risks, ensuring robust internal controls, segregation of duties, and compliance with all relevant legislation and best practice standards.

As Corporate Treasurer, you safeguard Council’s financial sustainability and oversee funding, liquidity, cash flow, and financial risk. You lead the enterprise-wide treasury function, ensuring operations are responsible, sustainable and future-focused, while managing financial sustainability modelling, banking services, treasury accounting, reporting and policy development. You need strong leadership, engagement, communication, and influencing skills. You must work effectively across Council and with external stakeholders to deliver financial outcomes that benefit Council and the wider community.

To be successful in this role, you will be driving and championing a continuous improvement agenda, working collaboratively to deliver value to our city.

Specifically, executives will model, lead and deliver initiatives which further:

  • collaboration, innovation and high performance to deliver exceptional customer services to the people of Brisbane

  • an organisation which directs resources to organisational priorities, including frontline delivery

  • systems and technology which support our business and our customer focus direction 

  • simplified processes to deliver effective value for money services

  • performance excellence and a values-based culture in line with Council’s Leadership Blueprint.

Key Accountabilities

  1. Strategic leadership and planning – Lead long-term strategic planning and project delivery to ensure initiatives align with Council’s strategic goals and community needs.

  2. Operational management - Oversee treasury operations to ensure effective co-ordination, prioritisation and integration across functions, driving operational excellence.  

  3. Service delivery – Deliver outcomes aligned with the Brisbane Vision 2031 and City Plan, ensuring financial stewardship supports Council’s long-term objectives.

  4. Resource and financial management - Direct operational and capital budget management to optimise resource allocation, cost efficiency and sustainable service delivery.

  5. People, culture and capability – Develop and lead a high-performing inclusive workforce, fostering capability, wellbeing and continuous improvement in treasury systems and processes.

  6. Stakeholder engagement and management - Build and maintain strategic partnerships with internal and external stakeholders to shape financial outcomes for Brisbane.

  7. Governance, risk and compliance - Ensure robust governance, risk management and compliance with statutory, policy and digital security requirements through the Financial Risk Management Framework (FRMF) and with robust cybersecurity practices and emerging digital risks embedded in all operations.

  8. Delivery, digital and innovation - Drive innovation and transformation initiatives, including digital solutions, to enhance treasury service delivery and customer experience.

  9. Executive leadership – Provide executive leadership, contributing to Council strategy, planning, and organisational improvement initiatives.

  10. Lead Council’s Corporate Treasury function, managing debt, investment portfolios, cash, liquidity, and treasury operations to safeguard financial sustainability.

  11. Lead the annual Queensland Treasury Corporation (QTC) credit review and borrowing program ensuring optimal financing arrangements for Council.

  12. Champion long-term financial sustainability modelling, aligning asset management and infrastructure planning with Council’s strategic vision.

  13. Provide expert financial direction and leadership to Group Leadership Teams, and finance officers, fostering shared accountability for financial outcomes.

  14. Promote a culture of financial stewardship and compliance, coaching executives and managers to embed best practice across Council’s operations.

What Success Looks Like

Within the context of the responsibilities described previously, the ideal applicant will be someone who has:

  • Demonstrated capability, knowledge, experience, leadership and advocacy skills in:

    • Superior verbal, negotiation, interpersonal and written communication skills.

    • High level strategic, analytical, and critical thinking skills, particularly applied to financial structures and commercial arrangements within a large public or private sector organisation with diverse business needs.

    • Demonstrated ability to negotiate complex financial arrangements, including project financing (including infrastructure finance, balance sheet structuring, acquisition and divestments and commercial ventures), on behalf of a large public or private sector organisational with diverse business needs.

    • Significant experience in and ability to identify optimal financing, debt and investment management opportunities that reduce costs and enhance returns. Proven ability to evaluate options and make innovative recommendations and to implement those recommendations in a way that produces tangible benefits to the organisation.

    • Strong treasury management expertise at a senior level across a broad range of products and instruments.

  • Demonstrated capability, knowledge, experience and achievements in:

    • Leading organisational performance to deliver coordinated, responsive, and customer-focused outcomes.

    • Inclusive and people-focussed leadership style in line with Council’s Leadership Blueprint, with demonstrated success in building high-performing, values-led teams and positive workplace cultures.

    • Maintaining and developing relationships across organisational boundaries to drive consistent and seamless delivery and the direction of resources to corporate priorities.

    • Communication, stakeholder engagement and relationship management, with the ability to collaborate and influence across government, industry and community.

    • Managing complex and contentious issues with high sensitivity and competing stakeholder interests

    • Leading thinking about initiatives to create public value.

  • Demonstrated capability, knowledge, experience and achievements in:

    • Financial and risk management with experience overseeing operational budgets, regulatory compliance and governance in high risk, high accountability settings.

    • Developing an engaged, productive, and customer-focused workforce.

    • Delivering systems and processes which deliver value to the organisation and to the customer.

    • Planning the resourcing of services with appropriate risk management to meet demand within budget.

    • Building new collaborative models with suppliers and program partners to improve public value.

    • Demonstrating a focus on shared outcomes, negotiating budget and resources across the organisation, and submitting joint budget proposals.

  • Demonstrated ability to undertake broad executive leadership beyond the specific requirements of the position, across the organisation, including the ability to:

    • Collaborate and share accountability across organisational boundaries

    • Participate in strategic decision making; represent Brisbane City Council to the community, other levels of Government and to industry.

    • Own and champion corporate values, strategies, policy, and directions, particularly: Council values and behaviours, Code of Conduct, workplace justice, diversity and inclusion, Zero Harm and flexible work arrangements.

    • Understand governance frameworks, statutory and regulatory compliance, including legislation relevant to local government operations particularly the City of Brisbane Act 2010 and associated regulations, Council ordinances and Local Laws.

    • Champion the strategic corporate management agendas on issues such as customer service, service delivery, change management and people management, and integrate these principles into the operation of the business.

    • During disaster events, be available to perform the role of Incident Controller within the Local Disaster Coordination Centre to provide leadership and implement strategic directions from the Local Disaster Management Group.

Essential at recruitment requirements:

  • Tertiary qualifications in accounting, business or similar and be a Certified Practicing Accounting (CPA) or above (for Australia) or Chartered Accountant (CA) or above (with the Institute of Chartered Accountants in Australia).

  • Due to the requirements of this role a criminal history and business history checks will be undertaken on preferred applicants. A criminal history does not necessarily preclude an applicant from appointment.

Desirable role-specific requirements:

  • Post Graduate Qualifications in Management, Public Administration or similar would also be highly desirable.
