About the Role
Manager Facilities Infrastructure Services
The Manager, Facilities Infrastructure Services is an Executive Service role providing strategic stewardship and assurance over Council’s facilities infrastructure services, ensuring the safe, reliable and customer-focused performance of Council’s operational, community and commercial building portfolio. The role partners with Asset Owners and Asset Management to define service outcomes, performance measures and priorities, and sets clear expectations for risk, compliance, quality and customer experience across internal teams and delivery partners.
Operating within Council’s Construction Branch, the position leads the facilities infrastructure service delivery strategy and operating model across multidisciplinary facilities management functions, including Council’s Trade Services team. In strategic partnership with Asset Owners and Asset Management, the role informs portfolio planning, prioritisation and resource deployment so services meet agreed service levels and customer expectations within approved budgets. The role provides assurance on statutory and policy compliance (including WHS, fire safety, accessibility and environmental requirements) and supplies clear, evidence-based advice to senior leaders to support investment decisions that improve resilience, risk posture and whole-of-life value in line with Council’s Brisbane Best Value commitment.
To be successful in this role, you will sponsor a service excellence and transformation agenda that strengthens safety culture, improves internal customer experience, lifts productivity, and increases performance transparency through data and assurance. You will lead through influence across Council, align stakeholders to shared outcomes, and ensure teams and suppliers deliver against agreed standards, performance targets and risk settings—while maintaining strong, respectful partnerships with Asset Owners and Asset Management.

Delivery strategy and performance governance – Establish the delivery strategy (including maintenance and minor works delivery approach), operating model and performance regime for Council’s facilities infrastructure services, translating service outcomes and standards set by Asset Owners (and service level requirements defined with Asset Management) into practical delivery plans, technical levels of service, prioritisation rules and accountabilities that deliver safe, reliable and customer-focused outcomes.
Lifecycle planning, prioritisation and investment inputs – In partnership with Asset Owners and Asset Management, provide evidence-based condition, risk, compliance and performance insights to inform maintenance and renewal planning. Support Asset Management to facilitate and maintain prioritisation lists and asset class working groups (chaired by Asset Owners), ensure endorsed priority changes and approved allocations are captured, and translate them into an executable works program for Construction Branch to deliver.
Financial stewardship and resource governance – Govern operational and minor capital budgets; assure cost control and value for money across internal delivery and outsourced services; identify productivity opportunities; and proactively inform Asset Owners and managers of funding deficits or forecast surpluses to support timely funding adjustments, achieve agreed customer service levels, and align to business planning.
Maintenance strategy input and operational feedback – Provide Asset Management with practical, on-the-ground insights and evidence on the cost, performance, risk and compliance outcomes of alternative maintenance approaches, to inform the development and ongoing refinement of maintenance strategies, standards and levels of service managed by Asset Management.
People leadership, culture and capability – Lead and develop an inclusive, high-performing leadership team and workforce, embedding Zero Harm, accountability and continuous improvement; build capability and succession depth; and ensure workforce and contractor practices support safe, compliant and reliable delivery.
Senior stakeholder influence and customer advocacy – Engage and influence senior internal stakeholders (including Asset Owners and Asset Management) on maintenance and operational priorities, performance and risks; resolve complex issues; and advocate for

During disaster events, be available to perform the role of Incident Controller within the Local Disaster Coordination Centre to provide leadership and implement strategic directions from the Local Disaster Management Group.

Desirable role-specific requirements:
The ideal candidate will have tertiary qualifications in facilities management, property, asset or infrastructure management, construction or project management environments or a related discipline or equivalent.
