About the Role
Deputy Director-General, Commissioning
We are seeking a Deputy Director-General to provide contemporary strategic leadership to the department’s Commissioning division. The division leads the design and delivery of programs and initiatives that support the department’s objective: to keep women, children, young people, and their families safe and connected to their culture and community and leads systemic change to deliver targeted services and supports which improve the lives of families, seniors, carers and people with disability, and empower communities that are resilient and recover from disasters. The Deputy Director-General will drive commissioning reform that enhance service delivery, outcomes and achieve strategic improvements to the services and supports for Queenslanders.
You will partner with senior executives, internally within the department, across the Queensland public service and interjurisdictionally, to provide solutions to drive better outcomes for Queenslanders.
The Deputy Director-General will assist the department to achieve its vision through a results-driven approach and a client and community-focused culture, and display the core public sector values of: customers first; ideas into action; unleash potential; be courageous; and empower people. The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and communities of Queensland. As a senior executive, you will work towards a system of world class service delivery and public sector management.
You will have a record of success as a leader in a large, dynamic and complex organisation with outstanding leadership ability. You will have extensive experience, and you will have a strong background in strategy, engagement and delivery expertise to support the executive and management team to create safe, well, rewarding, diverse and inclusive workplaces for our valued staff to ensure that the services our department delivers are responsive and sustainable. You will have a proven track record as a leader delivering change in challenging environments and in facilitating partnerships and alliances.
Your Responsibilities
As a senior executive leader in Queensland Government, the Deputy Director-General will display outstanding judgment, high-level integrity and resilience, strong agility to adapt to a constantly changing environment, a strong achievement orientation and excellent communication and negotiation skills.
You will provide high-level strategic and operational advice to the Minister, Director-General, the department’s Board of Management and senior executives across a wide variety of matters to meet strategic objectives and key reforms, including but not limited to organisational design, procurement, systems and policy development and implementation, change management, leadership and employee capability, cultural capability and diversity.
As an executive, your performance will be assessed according to four key accountability perspectives: stakeholder and outcome, internal business, financial, and learning and growth.
Stakeholder and outcome
Represent the Director-General in statewide forums and provide strategic, authoritative advice to the Minister, Director-General and across Government on Commissioning directions to advance Queensland’s agenda including in relation to services to respond to and build safety for children, families, women and people experiencing violence.
Build and drive strategic partnerships with a range of key stakeholders, including not-for-profit organisations, for profit, corporate organisations, local government agencies, peak and oversight bodies and community groups.
Oversee the strategic and effective allocation of investment funds, the procuring and commissioning of services, and management of grant programs.
Lead program design and implement recommendations to drive the reform agenda across children and families, improve outcomes for victim survivors, and support the service sector.
Direct the performance, service delivery and coordination of services to ensure responsive, inclusive, efficient and accessible services and support to service users and key stakeholders.
Efficiently navigates and manages highly complex stakeholder engagement and relationships across multiple service sectors.
Demonstrates expertise and experience in working with First Nations community leaders, local councils, government agencies and stakeholders to enhance outcomes for Aboriginal and Torres Strait Islander Queenslanders.
Internal business
Develop a highly engaged and capable workforce and executive leadership team through a positive workplace culture of achievement, values and a shared focus on innovation and continuous improvement to delivering quality services.
Monitor and evaluate services to assess demand from the community and oversee the implementation of new approaches to processes, technology, strategies, and outcomes informed by professional expertise, experience, and evidence to optimise performance and service delivery across the workforce.
Exercises strong judgement and strategic acumen, with the ability to identify emerging issues and think innovatively beyond conventional norms.
Possesses a comprehensive understanding of navigating complex public administration policies and systems.
Displays significant levels of autonomy and delegation, allowing for flexibility in adapting and responding to need.
Demonstrates expertise in driving reforms and continuous improvements.
Maintains an optimistic outlook and foster a workplace culture where all individuals share a personal responsibility for promoting the physical and psychological health and safety of others.
Drives a culture of respect and inclusivity across the organisation, prioritising service delivery that is accessible and considers diverse needs.
Financial
Ensure effective management and monitoring of the division’s budget, as well as staff establishment in accordance with statutory responsibilities, government priorities and departmental policies and procedures.
Learning and growth
Lead with integrity, promote inclusion, and support cultural capability, particularly in working respectfully with Aboriginal and Torres Strait Islander peoples.
Foster a positive, high-performing workplace that prioritises staff wellbeing, diversity, and continuous improvement.
Provide strategic leadership to achieve departmental goals and deliver sustainable, responsive services.
Mandatory requirements
While there are no mandatory qualifications, relevant tertiary qualifications and experience in government financial management and reform will be highly regarded.

We will consider your demonstrated knowledge, skills and experience relevant to the key responsibilities of the position (outlined above), along with your demonstrated personal attributes, and may also consider your potential contributions to the department’s equity and diversity objectives.
Our selection panel consider this position to be an executive, within the Queensland Public Service Leadership competencies for Queensland (LCQ) framework and will be looking for demonstrated capability within in your application.
