Overview
Construction Skills Queensland (CSQ) is an independent, not-for-profit, industry-funded body supporting employers, workers, apprentices, trainees and career seekers in the building and construction industry.
CSQ is the trading name for the Building and Construction Industry Training Fund (Qld), an income tax exempt charitable trust.
BCITF (Qld) Limited acts as the corporate trustee of the Building and Construction Industry Training Fund (Qld) and is an unlisted public company limited by guarantee.
The Queensland Government Minister in charge of the training portfolio is the sole member of BCITF (Qld) Limited and appoints the Board of Directors.
About the Role
Chief Executive Officer
The CEO is responsible for the overall financial operational and reputational performance of the organisation. The CEO works in partnership with the Board to develop and execute CSQ’s vision, strategic plan and annual training plan by providing expert advice and guidance with input from the executive team to deliver on the Trust Purposes of the Trust Deed.
The role plays a pivot role in fostering strong relationships with government, industry and key stakeholders to ensure CSQ remains a trusted leader in workforce planning, skills development and training outcomes for the building and construction industry.
Strategy and Planning
In conjunction with the Board, lead the development and execution of the three-year strategic planning process.
Develop & implement the annual business and operational plans to underpin the three-year strategic plan.
Develop an annual operating budget that supports the annual plan.
Collaborate with the Board, government and industry to develop the annual training plan.
Monitor organisational performance against strategic objectives and adjust priorities where required.
Stakeholder Management
Position CSQ as a leading voice in workforce planning, skills development and industry capability discussions.
Engage proactively with government, industry and other stakeholders to identify and influence outcomes impacting workforce and skilling priorities.
Ensure that CSQ is at the forefront of discussions with government and other decision-makers on key skills issues.
Support the Chair and Directors with government relations and stakeholder engagement.
Maintain a strong leadership profile across government and industry.
Actively participate in and lead discussion about key industry drivers.
Represent CSQ and Board as required, at industry forums, conferences and public speaking engagements.
Collaborate with RTOS, GTOs, employer and employee associations, unions and industry groups to develop effective skilling solutions
Governance
Provide clear, balanced and considered governance recommendations to the Board and sub-committees.
Ensures compliance within our Trust Deed, legislative obligations and supporting governance framework.
Ensure effective systems, controls and processes are in place to identify and manage organisational performance and risks.
Oversee financial stewardship.
Ensure prudent management of industry investment funds.
Maximise long term value and return on investment from training expenditure.
Protect and enhance CSQ’s reputation and public standing.
Leadership
Provide strategic, balanced and recommendations to the Board regarding industry and organisation direction and strategic priorities.
Fulfil cultural expectations of the Board.
Facilitate management development and succession of staff, making necessary adjustments to maintain a skills and capable workforce
Ensure CSQ meets its employer legislative obligations.
Fosters a high performance, values-driven culture.
Key Accountabilities
Qualifications & Experience
Tertiary qualification in Business
Graduate, Company Directors course
Senior leadership experience with demonstrated ability to develop and execute strategy, and lead organisational and cultural change
Strong knowledge of VET, workforce development, skills policies and industry drivers.
Current knowledge of building and construction industry and associated workforce challenges
Highly developed negotiation and influencing skills
Exceptional written and verbal communication skills adaptive to the audience
Proven ability to build collaborative and influential relationships
Established relationships with industry stakeholders, government and key decision-makers
Demonstrated governance, risk management and compliance capability
Strong commercial and financial acumen
Demonstrated ability to collaborate with all stakeholders
Highly developed political awareness and experience navigating government, policy and regulatory settings
Experience effectively working with Boards and government stakeholders
Demonstrated media and communications experience.
