Role Purpose

The Queensland Government is committed to ensuring Queensland is a must-visit destination for domestic and international travellers.

The General Manager, Investment, Infrastructure and Grants will lead the team to drive the implementation of Destination 2045: Delivering Queensland’s Tourism Future through:

  • Increasing investment in Queensland’s accommodation, new attractions and existing tourism infrastructure to increase capacity, leveraging the state’s natural and competitive advantages.

  • Championing the development of new key tourism infrastructure and experiences that drives increased visitation to Queensland regions.

  • Increasing private sector investment into Great Barrier Reef islands.

  • Overseeing and managing Tourism Division Grant programs relating to product development and infrastructure.

The role

As the General Manager, you will:

  • Lead the development and implementation of a range of tourism initiatives to support the delivery of outcomes under Destination 2045, Queensland’s 20-year tourism plan, including:

    • Drive and lead the strategic direction and initiatives for tourism investment, starting with the revision of the Tourism Investment Strategy, to attract new domestic and international investments in accommodation, tourism offerings, and infrastructure.

    • Engage, partner and collaborate with key stakeholders to develop viable business cases for new projects that address the needs of government, industry and community, and facilitate the appropriate approvals.

    • Implement and maintain an operating model for investment in Tourism that enables strong performance and successful management of our investment pipeline.

    • Provide strategic oversight of the performance of grant programs, in line with DETSI’s Grants Administration Framework, to ensure they align with Government priorities and consider stakeholder needs, emerging opportunities, regional context and tourism-specific benefits.

    • Lead project management and contract management activities across teams to maximise tourism outcomes for Queensland and support proponents to develop experiences in line with Destination 2045.

    • Provide strategic leadership in the development of operational and strategic planning processes by analysing, planning and prioritising the branch’s activities, participating as a member of the Senior Leadership Team, and coordinating services within the branch and across the division as required.

  • Contribute as a member of the Senior Leadership Team, in developing an inclusive, diverse and collaborative culture, ensuring a high standard of accountability and performance.

  • Provide strong, values driven, executive leadership to help develop and articulate a compelling vision that provides clear direction to deliver on government priorities.

  • Promote a safe, respectful and inclusive workplace that is free from bullying, discrimination and harassment.

What we are looking for

We’re looking for an exceptional and experienced senior leader with the capability, credibility and commercial acumen to drive transformational tourism investment and development outcomes for Queensland.

You will be someone who brings deep skills and experience in commercial development, infrastructure delivery, investment attraction or major project leadership—ideally within tourism, property, economic development or related industries.

In assessing your suitability, we will consider your skills, experience, qualifications and personal qualities relevant to the role, your potential future contribution to DETSI and your commitment to equity, diversity, respect and inclusion.

For this role, you’ll need to:

  • Role model Executive leadership behaviours as outlined in the Leadership competencies for Queensland.

  • Bring extensive commercial or investment experience, with a proven track record of securing private capital, delivering commercially viable projects, or leading major developments through complex approval pathways.

  • Demonstrate strong financial, commercial and analytical capability, including the ability to assess project feasibility, shape investment propositions, interpret market dynamics and guide robust business cases.

  • Have significant experience in tourism, economic development, property development, infrastructure, or a related commercial sector, with a deep understanding of how to mobilise investment to unlock economic growth.

  • Be an agile and inspirational leader with a strong track record of achievement in dynamic and complex organisations.

  • Demonstrate experience in leading and implementing initiatives and programs that deliver lasting and impactful change, underpinned by fit-for-purpose governance.

  • Have a well-refined (or ability to rapidly acquire) understanding of contemporary environmental and sustainable development trends, drivers and approaches.

  • Demonstrate a proven ability to navigate and manage highly complex stakeholder relationships, build partnerships across diverse stakeholders and interest groups, balance competing priorities, break down barriers and apply superior negotiating and advocacy skills appropriate to the environment.

  • Demonstrate how you can support our commitment to workplace safety, equity, diversity, respect and inclusion.

  • Qualifications

    • There are no mandatory qualifications required to for this role. However, formal qualifications in business, commerce, economics, tourism and the built environment or other closely related fields would be highly regarded.
