About the Role
Senior Executive Director, Investment and Commissioning
We are seeking a Senior Executive Director to lead the Investment and Commissioning unit within the Commissioning division of the department, and will lead teams focussed on design, investment and implementation of service responses to family need through partnerships across government and with non-government organisations, aligned to the department’s priorities. Programs and services will be designed to reflect local, place-based family support needs.
You will partner with senior executives, internally within the department, across the Queensland public sector and interjurisdictionally, to provide solutions to drive better outcomes for Queenslanders.
The Senior Executive Director will assist the department to achieve its vision through a results-driven approach and a client and family-focused culture and display the core public sector values of: customers first; ideas into action; unleash potential; be courageous; and empower people. The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and families of Queensland. As a senior executive, you will work towards a system of world class service delivery and public sector management.
You will have a record of success as a leader in a large, dynamic and complex organisation with outstanding leadership ability. You will have extensive experience, and you will have a strong background in leadership, strategy and policy implementation, service delivery, and customer service, managerial and analytical capabilities to lead the development, implementation and review of programs to meet the needs of the department’s clients and inform future government investment. The role will lead engagement with key industry partners across the state to ensure high quality service delivery by the department’s funded non-government partners. The role will require collaboration across government and the department to contribute to the Queensland Government’s objectives for families. You will have a proven track record as a leader delivering change in challenging environments and in facilitating partnerships and alliances.
Your Responsibilities
As a senior executive leader in Queensland Government, the Senior Executive Director will display outstanding judgment, high-level integrity and resilience, strong agility to adapt to a constantly changing environment, a strong achievement orientation and excellent communication and negotiation skills.
You will provide high-level strategic and operational advice to the Minister, Director-General, the department’s Board of Management and senior executives across a wide variety of matters to meet strategic objectives, including but not limited to systems and policy development and implementation, change management, leadership and employee capability, cultural capability and diversity.
As an executive, your performance will be assessed according to four key accountability perspectives: stakeholder and outcome, internal business, financial, and learning and growth.
Stakeholder and outcome
Lead the development, design and implementation of programs to support children and families across Queensland, and oversee the strategic investment of funding, procurement of services and administration of grants to deliver on the department’s strategic objectives.
Lead the design, planning, implementation and review of outsourced child and family programs and services including family support and wellbeing services, youth support services, counselling and intervention services and placement services.
Engage with key stakeholders including key departmental staff across divisions and regions, advisory bodies and industry associations regarding:
implementation and management of contemporary service models that capitalise on cross-government investments to improve outcomes for Queensland families
industry capacity building
family support capacity building
Lead the design and implementation of comprehensive program evaluation strategies to assess the effectiveness and impact of initiatives, utilising stakeholder feedback and data-driven insights to improve outcomes.
Lead and support cross–government child, family and young people NGO reform initiatives that leverage value across government portfolios to achieve improved performance, service delivery and coordination of services to ensure responsive, inclusive, efficient, and accessible services and support to service users and key stakeholders.
Represent the department at statewide forums and provide strategic, authoritative advice to the Minister, Director-General, and Deputy Director-General on Commissioning directions to advance Queensland’s agenda including in relation to services to respond and build safety for children and families.
Internal business
Plan, lead and monitor a program of work to deliver on the department’s objectives in relation to child and family programs and initiatives.
Provide strategic oversight, direction, leadership and advice for matters relating to the development and implementation of policies and programs that impact on child and family services, and programs.
Lead staff through a period of significant renewal and change, ensuring effective change management and engagement.
Contribute effectively to the Government’s and department’s priorities and reform agenda.
Actively contribute to the strategic management of division as a member of the division’s Executive Management Team and participate on other key governance groups as required.
Financial
Effectively manage the unit’s budget, as well as staff establishment in accordance with statutory responsibilities, government priorities and departmental policies and procedures.
Contribute to reporting to government on expenditure and effectiveness of funding provided for reform activities.
Prepare submissions seeking funding through budget processes in alignment with the department’s strategic objectives.
Ensure contract management with industry partners complies with procurement policies and procedures.
Continuously monitor, evaluate and analyse performance to ensure the financial viability and sustainability of all areas of responsibility.
Learning and growth
Lead with integrity, promote inclusion, and support cultural capability, particularly in working respectfully with Aboriginal and Torres Strait Islander peoples.
Foster a positive, high-performing workplace that prioritises staff wellbeing, diversity, and continuous improvement.
Provide strategic leadership to achieve departmental goals and deliver sustainable, responsive services.
Mandatory requirements
While there are no mandatory qualifications, relevant tertiary qualifications and experience in government financial management and reform will be highly regarded.

Our selection panel consider this position to be an executive, within the Queensland Public Service Leadership competencies for Queensland (LCQ) framework and will be looking for demonstrated capability within in your application.
