About the Role

Assistant Director-General & Chief Financial Officer

As the Assistant Director-General and Chief Finance Officer you will provide overall responsibility and high-level strategic finance leadership for the Education portfolio. Specifically, you will:

  • Provide high level advice to the Minister and the Director-General on investment strategies and strategic resourcing issues that impact on the operations of the department.

  • Lead the development and ongoing management of the department’s financial management framework and budget administration systems to ensure the management of departmental finances in accordance with statutory provisions and professional standards.

Role Responsibilities and Accountabilities

The position requires strong professional leadership and management capabilities. The role requires an ability to lead and manage complex financial operations to deliver government priorities together with excellence in client service delivery. The Assistant Director-General and Chief Finance Officer will provide high level leadership particularly by working collaboratively with internal and external stakeholders.

As an executive your performance will be assessed according to five key accountability objectives: Sector Stewardship, Portfolio Priorities, Business Outcomes, Financial Management and People and Culture.

Sector Stewardship

  • Develop and establish strategic networks and partnerships with other agencies, peak bodies and stakeholders in order to advance financial policy and program objectives and outcomes.

  • Represent the Director-General and Deputy Director-General in high level forums and negotiations with external organisations, other government departments and bodies (including Queensland Treasury and Queensland Audit Office).

  • Represent the Director-General and Deputy Director-General in high level forums and committees at a whole of government level to influence outcomes and direct the implementation of the department’s finance agendas and priorities.

Portfolio Priorities

  • Provide high-quality advice, information and guidance to the Deputy Director-General, Corporate Services and the Executive Leadership Team on key issues impacting on the achievement of corporate outcomes.

  • Develop and implement the key strategic framework, policies and processes necessary to ensure that financial management and financial policies are implemented to meet corporate and government priorities.

Business Outcomes

  • Provide high level strategic advice on matters relating to the legislation, frameworks, policies and practices relevant to the delivery of financial management to the department.

  • Drive innovation and build financial capability through researching and evaluating trends and future directions in business management, particularly in respect to opportunities for improved service delivery.

  • Lead business process reviews to inform the development of best practice systems, policies and processes, and identify opportunities for financial and budgetary management reform.

Financial Management

  • Effectively lead and direct the human and financial resources of the Finance, Procurement and Facilities Branch to achieve optimum outcomes.

  • Provide strategic leadership in the development and implementation of financial policy and program frameworks to ensure effective governance and ongoing alignment with departmental requirements.

People and Culture

  • Provide leadership and direction to branch staff, fostering a high-performing culture that delivers on organisational goals and client expectations.

  • Maintain deep and current knowledge of government fiscal policy, budget priorities and financial governance requirements, ensuring the department’s financial strategy aligns with government directions and organisational objectives.

This position is accountable to the Deputy Director-General, Corporate Services.  The position has 3 direct reports:  Executive Director and Chief Procurement Officer; Executive Director, Financial Strategy and Advice; and Executive Director, Financial Services.

A mandatory requirement of this role is:

  • CPA or above (for Australia)

  • CA or above (the Institute of Chartered Accountants in Australia), or

  • MIPA or above (Member - Institute of Public Accountants) or recognised by at least two of the aforementioned bodies as having equivalent requirements for membership.

  • You will have a record of success as a leader in a large and complex organisation with outstanding leadership ability.

  • You will have extensive experience across the public, private and/or not for profit sector and you will have a strong background in strategy and policy implementation, service delivery, and client service. You will have a proven track record as an agent of change in challenging environments and in fostering a confident and capable workforce.
