About the Role

Chief Information Officer

The Chief Information Officer is accountable for setting the strategic direction and delivery of Endeavour Foundations Technology, Data, Cyber Security and AI capabilities. This role plays a pivotal part in shaping culture, championing transformation and driving excellence in leadership, performance, technology, knowledge management, compliance and client experience across the organisation.

Reporting to the Executive General Manager – Corporate Services, this role ensures Technology, Data, Cyber Security and AI initiatives are aligned with organisational priorities and deliver measurable value by improving processes, driving innovation, enabling data-driven decision making and enhancing client and customer experiences.

With a strong focus on delivering measurable business outcomes and value realisation, this role will ensure performance requirements are met and delivered safely on time and within budget while optimising resources and supporting business sustainability. 

This role will also serve as the Chief Information Security Officer (CISO), accountable for the organisation’s enterprise cyber security strategy and overall risk posture. The CIO will oversee and regularly review the organisation’s comprehensive cyber security program, ensuring alignment with organisational risk appetite and compliance with relevant policies, standards, regulatory requirements and legislation.

Key Success Areas:        

    • Lead the development and execution of Endeavour Foundation’s Technology, Data, Cyber Security and AI Strategy, aligned to organisational requirements and long-term sustainability.  

    • Drive delivery of the Technology, Data and AI Transformation Program, ensuring measurable business outcomes and value realisation.

    • Develop, govern and prioritise enterprise-wide Technology, Data and Cyber Security roadmaps, ensuring disciplined portfolio management and investments.

    • Oversee enterprise architecture, systems integration and rationalisation, ensuring scalable, secure and future ready technology environments.

    • Partner with the PMO to deliver Endeavour Foundations strategic projects, balancing innovation with effective management of disruption, risks and service continuity.

    • Oversee the entire ecosystem to ensure data is governed, classified, protected, accurate and leveraged as a strategic business asset to deliver actionable information that drives business value, operational efficiency and improved client and customer outcomes.

    • Oversee the design and implementation of critical business intelligence initiatives to enhance decision making and performance analysis.

    • Oversee the execution and scaling of long-term technology, data, cyber security and AI strategic road maps and drive adoption across the organisation.

    • Manage outsourced or hybrid service models and manage strategic technology partnerships.

    • Manage external service providers to ensure accountability, value for money and service level agreements are met.

    • Strengthen and mature the organisation’s cyber security posture, including risk management, disaster recovery, business continuity integration and protection of data and intellectual property.

    • Implement and monitor cyber security metrics and performance indicators to provide transparency on risk exposure and control effectiveness.

    • Focus on driving value through optimisation of systems and smart use of assets through continuous measurement and improvement principles.

    • Oversee KPI frameworks and business impact measurements to track value realisation of technology and data investments.

    • Oversee Technology and Data operations, service performance and major incident management, ensuring resilience, risk mitigation and operational excellence.

    • Drive continuous improvement, automation and optimisation of systems and technology assets to enhance efficiency and maximise return on investment.

    • Fulfil other responsibilities as required by the Executive General Manager – Corporate Services.

    • Partner with the business to ensure Technology, Data and AI services enable the business to deliver their strategic outcomes in a manner that meets their needs and expectations.

    • Ensure clients and customers remain at the centre of systems, data and AI strategies, decisions and initiatives.

    • Oversee the design and delivery of Technology and Data services that elevate the client and customer experience to enable seamless service delivery.

    • Drive continuous improvement initiatives to achieve and exceed target CSAT or NPS scores, delivering actionable insights and measurable impact to the business.

    • Ensure balance between regulatory controls implementation and business operations.

    • Build and lead a high performing, customer centric Technology and Data function that operates as a trusted enterprise partner.

    • Establish a strong leadership culture and set the required standards with direct reports, leading them in translating strategic objectives into operational and service outcomes.

    • Lead and actively participate in team building activities, including actively participating in the Performance Partnerships Program to ensure individual and team key performance indicators are achieved, and Endeavour Foundation’s values and behaviours are consistently demonstrated.

    • Serve as a strategic advisor to the Executive Leadership Team on technology, data, AI and cyber risk.

    • Champion a culture of safety across Endeavour Foundation by embedding safety into leadership practices, decision-making and organisational priorities.

    • Model visible safety leadership, setting clear expectations and holding teams accountable for maintaining a proactive and positive safety culture.

    • Ensure compliance with all mandatory training requirements, including safety, governance, cyber security and regulatory obligations, and promote adherence across the function.

    • Oversee identification and management of ICT-related risks in line with Endeavour Foundation’s risk framework, ensuring robust governance, assurance and reporting mechanisms are in place.

    • Provide strategic oversight of the organisation’s cyber security posture, ensuring contemporary systems, controls and safeguards to protect clients, employees and corporate information.

    • Report cyber security matters to the organisations executive or board of directors, as well as the organisation’s Audit and Risk Committee.

    • Chair and coordinate the Cyber Security and Technology and Data Governance Steering Committee and other relevant advisory forums, ensuring executive alignment, informed decision making and effective oversight.

    • Provide cyber security program updates to the board and executive leadership as per Information Security Management System requirements.

    • Ensure Regulatory & Compliance Alignment with relevant laws and frameworks.

    • Provide strategic financial leadership across the function, including oversight of operating and capital budgets, ensuring investment decisions align with organisational priorities and deliver value.

    • Ensure disciplined capital allocation, cost optimisation and measurable return on technology and data investments.

    • Manage budgets and support forecasting processes, ensuring financial performance of the portfolio is transparent, well-planned and aligned with organisational and budget outcomes.

    • Drive cost efficiency and optimisation through proactive identification of savings opportunities, process improvements, and innovative sourcing strategies.

    • In collaboration with Procurement negotiate major technology contracts, oversee the continual review and performance monitoring of vendors and managed service agreements across computing, telecommunications, ICT services and equipment to ensure value for money and contractual compliance.

    • Manage and monitor the portfolio’s operational and financial performance and report accordingly.

    • Provide the Executive and Board with clear, accurate and actionable performance and financial reporting to enable informed decision-making and to ensure the portfolio is managed efficiently within approved risk tolerances.

    • Bachelor’s degree in Information Technology, Data and Analytics, Business or related discipline.

    • Postgraduate qualifications in Technology, Business, Strategy or Governance (e.g., MBA or equivalent) highly regarded.

    • Strong stakeholder management skills across executive, operational and external partners.

    • Strong commercial and financial acumen, overseeing significant ICT investment portfolios, budgets and vendor ecosystems.

    • Highly developed organisational and prioritisation skills with the capacity to remain flexible and responsive to changes in requirements and stakeholder expectations.

    • Advanced planning, decision making and problem-solving skills with experience leading enterprise-wide programs and transformation initiatives.

    • Minimum of 10 years comparable experience in a CIO or senior enterprise technology leadership role leading large, complex technology and data functions.

    • Proven experience leading large scale, whole of organisation technology and data transformation programs, taking an end-to-end systems and operating model approach.

    • Demonstrated experience developing and executing enterprise-wide Technology and/or Data strategies aligned to strategic and operational priorities.

    • Deep experience embedding data governance, analytics, AI enablement, automation and technology capabilities to improve decision-making and operational efficiency across the organisation.

    • Strong awareness of emerging technology technologies and AI with the ability to identify, evaluate and apply innovations, digitisation opportunities and knowledge management approaches to improve organisational performance.

    • Demonstrated leadership in cyber security strategy, risk management and resilience planning.

    • Strong experience leading organisation wide compliance across ISO, ISM, RFFR, PCI or comparable regulatory frameworks.

    • Strong experience establishing mature ITIL-aligned service management environments.

    • Deep understanding of the Systems Development Lifecycle and contemporary delivery methodologies.

    • Strong experience with legacy, hybrid and modern cloud environments including SAAS, PAAS and IAAS infrastructures.

    • Extensive experience leading large multi-disciplinary teams through cultural and capability uplift.
