About the Role

General Manager, Digital and Information

The purpose of the position is to lead and manage the Digital and Information Division during a transformative period for the QBCC, where we are reforming and modernising QBCC systems and service delivery The Digital and Information Division is responsible for the delivery of secure digital service, enterprise architecture, applications, infrastructure and networks, information and records management, data governance and analytics, contemporary digital workplace, vendor and licence management, ensuring cyber resilience and business continuity

As a corporate enablement area, this Division works proactively with our internal customers to support their work in servicing our frontline customers, sponsor and drive digital transformation projects, deliver on achieve strategic and operational goals and improve the digital experience of customers, stakeholders, and staff in the organisation.

The functions within the Digital and Information Division include:

  • Information management

The General Manager Digital and Information will provide robust and influential advice and be the champion of information, technology and digital applications to strategically shape organisational outcomes, using exceptional communication and negotiation skills. This will draw upon background of navigating and managing ambiguity, strong business acumen and political savvy to drive outcomes and lead the delivery of solutions to complex issues.

The General Manager Digital and Information will work closely with the Chief Operating Officer and other corporate services colleagues and executives to collectively contribute and guide the QBCC's strategic direction.

Key Outcomes & Accountabilities

The aim of this role is to:

  • Lead with an enterprise mindset, fostering organization-wide collaboration to deliver the QBCC strategy, vision and desired culture across the organisation

  • Oversee the delivery of secure, resilient and modern enterprise IT services, including architecture, applications, infrastructure and service management

  • Ensure the QBCC maintains a strong cyber security posture, meets its business continuity obligations, and is operationally prepared to respond to digital risk or service disruption

  • Ensure the QBCC's core systems are reliable, resilient, available, stable and scalable in line with the organisation's transformation agenda and risk appetite statements

  • Provide leadership, direction and oversight of the development, implementation and maintenance of the QBCC's digital, enterprise and information management strategies, systems, policies and practices to deliver enhanced customer experiences while aligning with the Queensland Government Digital Strategy.

  • Lead the QBCC's information governance and records management functions, ensuring compliance with legislative and operational requirements while modernising supporting systems and processes

  • Implement and refine the QBCC's Technology Strategy, aligning enterprise architecture with future-state goals and capability uplift Oversee the design and discovery of a digital program of work and ensure the delivery of initiatives that meet QBCC, divisional and Queensland Government requirements.

  • Work collaboratively with internal customers to understand business and external customer needs, educate them on digital trends and opportunities, and support the business areas to take ownership of operational systems and integrate processes with technology.

  • Select partners and vendors to support the QBCC's operational and strategic outcomes and strengthen the relationships with strategic contract management to ensure service levels and contractual requirements are met in a cost effective and efficient way.

  • Provide expert and strategic advice to the organisation and the QBC Board and Committees on issues, risks and opportunities relating to digital, information management and technology trends and topics of interest.

  • Accountable for the sponsorship of major digital transformation initiatives, working in close partnership with the Transformation and Change Division to deliver key outcomes on time, on budget, to quality expectations and benefit realisation.

Candidate Attributes

You will bring:

  • Senior leadership experience across enterprise ICT, digital and cyber portfolios, with a record of delivering modern, resilient and customer-focused services.

  • A track record of leading and executing complex transformation programs, with the judgment and resilience to operate across ambiguity, competing demands and high expectations.

  • Strong understanding of cyber security, business continuity and digital risk and take a leadership and influential role when the pressure is on.

  • The ability to lead vendor and commercial negotiations with confidence and discipline, securing outcomes that add value, are commercially sound and progress the QBCC's strategic plan.

  • Appetite to quickly adapt to new technologies and realise early business value and benefit

  • A collaborative, calm and capable leadership style, with the ability to build trust quickly and bring others on the journey.

  • An exceptional communicator who is able to break complex ICT concepts into language that is tailored to their audience.

  • This position description provides the minimum requirements for the position. The incumbent may be required to undertake other duties as required.

  • Delegations and authority to act – this position may be required to exercise certain powers in accordance with legislation and QBCC’s business delegations. 

  • All staff must comply with their responsibilities under the applicable legislation. Including the following:

    • Work Health and Safety Act 2011 (QLD)

    • The Public Sector Ethics Act 1994, including The Queensland Public Service Code of Conduct

    • Public Sector Act 2022 (QLD)
