Director, Policy and Legislation

The Director, Policy and Legislation is a key leadership position and will work closely with the General Counsel to provide leadership for the Policy and Legislation functions for the QBCC through strategic engagement with internal and external stakeholders. 

Key Outcomes and Accountabilities

  • Identify opportunities for law reform and effectively advocate for high quality and effective legislation which best serves the Queensland building industry and consumers.  

  • Lead a team to investigate, review and critically analyse a range of complex strategic initiatives, legislative, regulatory and policy reforms identified by internal and external stakeholders. 

  • Provide strategic and tactical advice to the General Counsel and the Senior Leadership Team to ensure it is positioned to focus on the greatest risks impacting the building and construction sector. 

  • Take a leadership role in the engagement of senior leaders across the QBCC to analyse and understand impacts to the QBCC’s business units. 

  • Develop and maintain strategic and productive working relationships through consultation and networking with a wide range of stakeholders to achieve organisational objectives. 

  • Represent the QBCC at external forums with government partners and industry representatives 

  • Develop and execute QBCC wide integrated policy and legislation processes, ensuring that QBCC prioritises its resources to achieve strategic goals. 

  • Lead the implementation of the Queensland Government policy agenda as it relates to the QBCC 

  • Provide effective leadership and direction for the Policy and Legislation Unit to effectively manage its people, finances, administration and other resources. 

  • Create a high performing team culture, characterised by discipline and process excellence, a culture of continuous improvement and an ongoing focus on providing high quality service to the QBCC. 

Candidate Attributes

  1. Strategic Leadership and Analytical Insight – Demonstrated ability to provide highlevel strategic and tactical advice to the General Counsel and Senior Leadership Team to support riskfocused decisionmaking. 

  2. Stakeholder Influence and Sector Representation – Build and sustain productive relationships with diverse internal and external stakeholders to advance organisational objectives. 

  3. Policy Legislation and Reform – Drive the implementation of the Queensland Government’s policy agenda as it applies to the QBCC and ensure policy and legislative initiatives are cohesive, evidencebased and aligned with organisational strategy. 

  4. People Leadership & Organisational Performance – provide effective leadership and direction for the Policy and Legislation Unit, ensuring strong management of people, finances and resources. 

  5. Build a highperforming team culture grounded in discipline, process excellence and continuous improvement. 

  6. Build and sustain relationships to enable the collaborative delivery of customer-focused outcomes.

Other Requirements

  • This position description provides the minimum requirements for the position. The incumbent may be required to undertake other duties as required.

  • Delegations and authority to act - this position may be required to exercise certain powers in accordance with legislation and OBCC's business delegations.

  • All staff must comply with their responsibilities under the applicable legislation. Including the following:

    • Work Health and Safety Act 2011 (QLD)

    • The Public Sector Ethics Act 1994, including The Queensland Public Service Code of Conduct

    • Public Sector Act 2012 (QLD)

  • The incumbent may be required to travel on official business and the possession of a C class licence is mandatory
