QBuild is a commercialised business unit with a geographically dispersed workforce of over 2000 FTE staff and a total budget exceeding $1.7 billion. The Assistant Director-General, QBuild provides strategic leadership to position QBuild as the Queensland Government’s preferred provider for procurement and contract management for building maintenance and construction. The role ensures the delivery of high-quality outcomes under the Government’s building asset management programs and oversees the provision of industry leading training across Queensland.

The position provides strategic leadership and management to ensure client requirements are met while ensuring commercial viability and delivering on Queensland Government priories The role assumes statewide accountability for the strategic oversight and leadership of the public sector’s property portfolio and capital investment program, ensuring alignment with government objectives

This position is pivotal in shaping and driving the strategic direction of QBuild, ensuring it operates as a high performing, commercially sustainable organisation. The role is responsible for fostering a culture of innovation, excellence and accountability with a strong focus on health, safety and wellbeing of staff, contractors, stakeholders, community and customers.

This position also leads the revitalisation and expansion of the QBuild apprentice training program under Rebuild QBuild, reinforcing the Queensland Government’s leadership in delivering trade-based qualifications and creating secure employment opportunities in regional Queensland and areas of high youth unemployment.

The Role

Lead and direct the operations of QBuild across Queensland, ensuring the delivery of statewide strategic asset management and facility management services that meet client requirements and align with government priorities.
Provide high-level strategic advice to the Minister, Director-General, and Deputy Director-General on policy, regulatory, and compliance issues related to asset management, procurement, and the delivery of building construction and maintenance services, including in regional and remote locations.
Ensure QBuild’s services meet exemplary standards of client service, with a focus on continuous improvement and best practice service delivery to support government goals and priorities.
Lead the development and implementation of strategic workforce planning and capability development initiatives, including the revitalisation and expansion of QBuild’s apprentice training program to address skills shortages and support economic growth.
Ensure QBuild’s strategic and operational practices prioritise workplace health and safety, including the management of contractors and sub-contractors.
Champion the development of a high-performing, inclusive organisational culture that prioritises the health, safety, and wellbeing of staff, contractors, stakeholders, and customers.
Oversee the financial management of QBuild, ensuring robust policy, budget, reporting, and taxation functions that contribute to QBuild’s commercial sustainability and achievement of key performance targets.
Lead the development and implementation of strategic and operational frameworks, policies, and processes to ensure QBuild’s procurement and contract management operations are aligned with government priorities and procurement policies.
Build and maintain strategic partnerships with central agencies, client agencies, industry stakeholders, unions, and community groups to ensure alignment with government priorities and deliver value-driven outcomes.
Drive the development and implementation of innovative business models, processes, and technology modernisation initiatives to enhance operational efficiency and service delivery.
Provide leadership in positive employee relations, ensuring effective engagement and communication with unions, staff, and stakeholders, and proactively managing emerging industrial issues.
Foster a culture of continuous improvement and innovation, ensuring QBuild remains a leader in the public sector and construction industry.
As a key member of the Senior Leadership Team, ensure alignment and integration across the Public Works division to deliver a client-focused approach and foster collaboration with industry to maximise value and productivity.
Lead the development and implementation of risk management frameworks to ensure compliance with legislative and regulatory requirements and mitigate organisational risks.

What you will need for this role

Demonstrated experience in leading the delivery of science policy and legislative initiatives, service delivery and key programs that deliver impactful, lasting change, supported by fit-for-purpose governance. 
Demonstrate significant experience in leading the delivery of major initiatives and innovative programs, to drive delivery, manage risk and achieve greater impact and value for money.

There are no mandatory requirements needed for this role, however, experience across infrastructure maintenance along with qualifications in a relevant field such as management, finance, economics or law are highly regarded.

This position is accountable to the Deputy Director-General, Public Works.
