About the Role
Policy Director – Resources, Community and QEC
The QRC Resources Policy Director and the team represents Queensland’s resources sector on advancing regulatory efficiency and streamlining, coexistence and land access, industry growth, regional development, critical minerals and exploration. The role entails working with industry, governments and other stakeholders to achieve a robust yet efficient regulatory environment that is conducive to the long-term sustainability of the resources sector.
The Resources Policy Director role also leads the strategic direction and operational management of the QRC’s exploration arm, the Queensland Exploration Council (QEC). The role manages this not-for-profit body and works with members, sponsors and government stakeholders. The Director will drive a proactive agenda, seek out sponsors and seek to grow membership to provide value to both explorers and investors.
Your Accountabilities

Anticipate emerging policy, regulatory and political issues and opportunities and proactively position QRC to influence reform affecting the resources sector.
Provide authoritative, solutions-focused advice to the CEO, Executive Leadership Team and Board on complex policy and regulatory matters.

Represent QRC in high-level engagement with Queensland and Commonwealth Ministers, Directors-General, senior departmental officials, regulators and statutory bodies.
Develop strategies that support investment certainty, practical regulation and faster, more efficient approvals which enhance the competitiveness of the sector.
Lead QRC submissions to parliamentary inquiries, statutory reviews, consultation processes and government reform programs.

Engage closely with member companies to understand operational impacts of policy and regulation and reflect member priorities in QRC positions.
Convene and chair committees and expert forums to test sector needs, policy positions and coordinate collective industry input.
Deliver briefings to members, including presentations, written updates, bulletins and workshops.

Provide leadership, mentoring and performance management for policy team members.
Foster a collaborative culture across QRC teams, supporting integrated advocacy and consistent messaging.
Contribute to organisational strategy, reputation and stakeholder confidence.

Strong ability to understand and interpret complex legislative frameworks
High level interpersonal skills and leadership skills
Proven ability to establish effective working relationships and contribute to a positive working environment
Excellent written and verbal communication skills and ability to produce high quality policy submissions, briefs and publications
Demonstrated ability to influence government agendas and advocate on behalf of industry Strong skills in project management, time management, budgeting and resources allocation

The role demands strong member engagement across QRC’s diverse membership as well as an ability to influence government at the high levels.
A strong background in policy development and implementation is critical for this role as well as an understanding of government processes – both policy and legislative processes.
An understanding of resources legislation is also desirable.

Senior policy leadership within complex political, regulatory or industry environments preferably with responsibility across portfolios such as infrastructure, land access, regional development, regulatory reform or resources policy
Strong sector knowledge across mining, gas, petroleum, critical minerals, exploration or closely related industries
Demonstrated ability to influence government decision-making at Ministerial, senior executive and agency levels (including central agencies and regulators
Proven leadership of high-performing teams, including setting strategic direction, managing competing priorities and developing staff capability
Track record of building effective partnerships with industry, government, members and stakeholders to deliver practical policy outcomes
Highly professional, adaptable leader with strong judgement, integrity and consistent focus on delivery and impact

Formal qualifications in policy, business, commerce, law, and/or equivalent qualifications.
