Resources Safety and Health Queensland (RSHQ) is Queensland’s independent statutory regulator for safety and health across the coal mining, mineral mining and quarrying, explosives, petroleum and gas industries. RSHQ also delivers specialist safety and health services through Simtars and administers the Coal Mine Workers’ Health Scheme.
RSHQ focuses on ensuring the protection of the safety and health of workers and the communities affected by resources operations, with a vision of zero serious harm.

About the Role
Chief Executive Officer
Resources Safety and Health Queensland
This is a full-time, fixed-term statutory appointment up to five years.
The Chief Executive Officer is accountable to the RSHQ Board for the leadership, performance and regulatory effectiveness of the organisation. The CEO will lead RSHQ through its next phase of reform, strengthen organisational capability and culture, and ensure the regulator delivers credible, consistent and measurable safety and health outcomes.
The role requires strong executive leadership, sound regulatory judgement and the ability to build confidence across government, industry, workers and the broader community while protecting the independence and integrity of the regulator.
The CEO is appointed by the Governor in Council under the Resources Safety and Health Queensland Act 2020.

Key Duties & Accountabilities
Lead and manage RSHQ to ensure the effective, efficient and economical delivery of all RSHQ's functions.
Give effect to the strategies and operational, administrative and financial policies decided by the Board and to relevant Board directions.
Report regularly to the Board on the administration, performance, risks, finances and regulatory outcomes of RSHQ, and provide reports requested by the Board.
Administer the Resources Safety Acts and exercise the CEO's statutory functions independently, lawfully, consistently and in the public interest.
Provide the Board with timely, accurate and candid advice to support strategy, policy, performance oversight and advice to the responsible Minister.
Deliver an intelligence-led, risk-based and proportionate regulatory approach across inspections, audits, investigations, enforcement and compliance follow-up.
Provide visible, values-based leadership that strengthens organisational culture, accountability, integrity, technical capability and confidence in the regulator.
Maintain effective governance, enterprise risk management, assurance, financial management, internal control and public-sector accountability arrangements.
Where separately appointed, carry out the statutory functions of the Executive Officer of the RSHQ Employing Office and maintain clear accountability for that office.
Perform all other functions and exercise all other powers given to the CEO under the Resources Safety and Health Queensland Act 2020 or another Act.
Key Challenges
Build an effective, transparent and mature working relationship with the new RSHQ Board and establish clear boundaries between governance, executive management and independent statutory decision-making.
Rebuild trust and confidence in RSHQ following the independent regulatory model review and implement the associated governance and organisational reforms.
Improve consistency, quality and impact of inspections, audits, investigations, enforcement and regulatory follow-up, with performance assessed through outcomes as well as activity.
Strengthen RSHQ's organisational culture, leadership capability, workforce planning, technical competence, succession and ability to speak up and challenge constructively.
Use data, intelligence and technology to target the highest risks and ensure lessons from fatalities, serious incidents, investigations and coronial findings lead to practical regulatory action.
Engage constructively with workers, unions, industry, advisory bodies, government and affected communities while maintaining regulatory independence and avoiding actual or perceived regulatory capture.
Balance RSHQ's regulatory responsibilities with the effective oversight of Simtars, health surveillance, testing, research, training and emergency-response services.
Key knowledge and experience
Substantial senior executive leadership experience in a complex, safety-critical, regulatory or resources organisation.
Deep understanding of major-hazard risk, critical controls, safety and health management systems and contemporary regulatory practice.
Demonstrated experience working effectively with a governing board and operating within statutory or resources environment.
A record of leading organisational transformation, strengthening culture and capability, and delivering measurable improvements in performance.
Sound governance, enterprise risk, assurance, financial management and workforce leadership experience.
Demonstrated independence of judgement, integrity and willingness to make difficult regulatory and leadership decisions.
Credibility and effectiveness with workers, unions, industry leaders, technical specialists, government and affected communities.
Experience using data, intelligence and evidence to establish priorities, allocate resources and evaluate regulatory outcomes.
Essential requirements
A professional qualification relevant to the resources industry.
Professional experience in the resources sector or public service regulator.
The person must be eligible for appointment under the Resources Safety and Health Queensland Act 2020 and successfully complete all required probity checks.
Desirable requirements
Senior experience with safety and health regulation, major-hazard operations or a comparable regulatory environment.
Knowledge of Queensland Government and public-sector governance and accountability requirements.
