About the RTA

The RTA is the Queensland Government statutory body that administers the Residential Tenancies and Rooming Accommodation Act 2008 (the Act). The RTA is responsible to the Minister for Housing and Public Works and Minister for Youth.

We work with all sector groups including tenants, property managers and owners, community and industry stakeholder groups and the Queensland Government.

We provide tenancy information, bond management, dispute resolution, compliance and enforcement, and education services.

Chief Technology and Information Officer

The Chief Technology and Information Officer (CTIO) is responsible for leading Technology, Data, Security and Change services using internal capacity and external partnering. Success will ensure the secure, efficient and effective operation of IT systems and robust data management practices. The ideal candidate will combine technical expertise with strong leadership skills to drive continuous improvement and operational efficiency.

Reporting directly to the CEO, the CTIO works as part of the Executive Leadership Team (ELT) to develop and implement technology, security and information strategies that enable the Residential Tenancies Authority (RTA) to deliver on its corporate objectives including regulatory obligations.

As a key member of the Executive Leadership Team (ELT), you will collaborate closely with the CEO, the Board, and executive and senior management to lead IT services and support, ensure the seamless operation of IT systems, oversee cyber security, data management and business intelligence, and uphold best practices in IT governance.

This will be achieved through:

  • proven executive experience in leading the functions of the RTA’s Technology and Information Services (TIS)

  • senior leadership experience in managing operations to provide resilient, secure, modern technology solutions, supporting infrastructure and data services

  • demonstrated governance and stewardship ability in relation to financial objectives, audit, risk, procurement, cyber, privacy and information management standards

  • high level and proven stakeholder skills to engage within the RTA and partner with external providers in achievement of RTA strategic objectives

  • demonstrated experience in providing authoritative advice to the CEO, ELT and RTA Board with a record of influencing outcomes

  • experience in change management, delivery and governance to enable the business to achieve outcomes through large scale projects and continuous improvement

  • proven experience in establishing positive industry and government connections to ensure that the strategies of the RTA are aligned to current movements and requirements of the sector

  • strong track record in ensuring an agile, innovative, engaging and digital orientated approach to the way we work with customers, stakeholders and employees.

Your Accountabilities

Act professionally to uphold the RTA’s values in a positive and productive work environment and promote a culture of excellence within the division.

Be accountable for the development, implementation and advancement of the RTA Technology and Information Strategy and associated projects and road maps, ensuring it is aligned to the RTA Strategic Plan and direction.

Represent the RTA and/or Technology and Information Services division at internal and external forums as required.

Provide high level strategic analysis and policy advice to the Minister, RTA Board, CEO, and members of the Executive Team on all aspects of information technology, data and security.

Accountability to ensure all technology assets, including related processes and partner practices achieve best practice security, availability, vulnerability and resilience standards through governance, testing and risk management.

Establish and maintain strong partnerships, negotiate contracts to maximise value and drive performance through continuous improvement initiatives.

Significantly contribute to the leadership and development of an organisational culture that focuses on the achievement of corporate goals through partnerships and teamwork, with staff commitment to a high standard of corporate values and ethics.

Accountability for the continual improvement and development of the RTA’s core systems through best practice software release management processes, testing, change governance and management in partnership with the RTA business and managed services partners.

Lead and maintain the data strategy for the RTA including storage, security and business intelligence to support high performing operations, achievement of strategic objectives and contribution to sector research and insights.

Lead and maintain enterprise change practices for projects and continuous improvement, including business analysis, technical solution design, software development, delivery, deployment and testing.

Operate with financial discipline by strategically prioritising technology investments, developing internal capability, and leveraging existing assets and partnerships to deliver innovative, cost-effective solutions that support the RTA’s strategic objectives.

What Success Looks Like

We are looking for someone with:

  • A degree or higher in IT or similar discipline is highly desirable.

The RTA values the increased knowledge and skills resulting from tertiary education and acknowledges that enhanced work performance can be achieved through other learning experiences, including on-the-job training and structured professional development.
