Who is Western Downs Regional Council?
Western Downs Regional Council (WDRC) is at the forefront of the changing world and works to support our growing region, with our Corporate Plan underpinned by progress, people, place, and performance.
We are a sustainable organisation delivering modern and quality essential services to around 35,000 residents. We manage Australia's second largest road network of over 10,000 km, an extensive water, gas, and sewage network, and one of Australia’s largest cattle saleyards. We also ensure our residents enjoy an active, vibrant community offering a comprehensive program of services, events and activities which also support a quality lifestyle.

Our Region
Just 2.5 hours west of Brisbane is the Western Downs, a region with a diverse economy, vibrant active communities and extensive infrastructure and multi-billion dollar energy investments which ensures that the Western Downs continues to go from strength-to-strength.
Located in the heart of the resource rich Surat Basin, the Western Downs has a diversified energy portfolio with five pillars of energy generation: Coal, Gas, Hydrogen, Wind and Solar cementing our reputation as the Energy Capital of Queensland.
Further to this the Western Downs is famous for its unique, large-scale events, including: Chinchilla Melon Festival, Tara Festival of Culture and Camel Races, Dalby's Delicious and Delightful, Miles Back to the Bush Festival and Jandowae Timbertown Festival.

About the Role
Chief Executive Officer
The Chief Executive Officer (CEO) provides strategic leadership to Council’s organisation and is responsible for leading and managing the organisation to achieve Council’s vision and objectives, discharge its functions in accordance with legislation and provide high quality services for the community. Under the Local Government Act 2009 (the Act) the CEO acts as the primary link between Councillors and the organisation and is responsible for providing assistance to Councillors in discharging their responsibilities in accordance with the Act.
Main areas of focus for the CEO
Leadership and strategic planning.
Financial, operational and service planning and management.
Developing the leadership and organisational capability of the workforce.
Service development, enhancement, quality and growth.
Relationship building with key stakeholders such as Federal and State Governments, business, industry and community groups.
Managing risk and ensuring compliance with the statutory requirements of Council’s operations and decision-making processes.
Council reporting and governance.
Key Responsibilities

Provide strong leadership and direction to the organisation.
In conjunction with the Council and senior executives, prepare Council’s Corporate Plan to guide the work of staff at all levels.
In conjunction with the executive management team, develop and implement an annual operational plan and execute key strategic initiatives in accordance with the Corporate Plan.
Lead and foster a high performing culture focussed on One Team.
Translate the strategy and vision of Council and create an environment where innovation and new ideas that improve service delivery can be constructively explored, encouraged and implemented.
Set the ethical tone of the organisation and lead the organisation in its delivery of high-quality customer service.
Keep abreast of political, economic, industry and social trends and developments which may impact on current Council operations, or which may create new opportunities for Council to extend or improve existing services and/or develop new services.

Develop long-term financial plans, annual operational and capital expenditure budgets in consultation with the executive leadership team and submit them to Council for approval.
Prudently manage expenditure by Council within budget constraints and funding guidelines and ensure that all senior executives manage their Divisional budgets.
Ensures that Council is staffed to meet operational needs and service growth within budget constraints.
Ensure that Council meets its statutory financial reporting obligations.
Ensure that all service contracts with third-party suppliers implement approved quality and safety systems and have high service performance and safety standards.
Continuously monitor the performance of the organisation in complying with its statutory and contractual obligations across all services to the public.
Ensure that Council has disaster recovery plans and resources in place and is prepared for rapid mobilisation in times of flood, fire or other major natural disaster events.

Ensure that the community is at the heart of decision making and facilitate community engagement.
Foster strong collaborative working relationships with existing and potential government and community stakeholders, as well as funding agencies to continue to promote Council, attract grant funding, and improve services to the community.
Cultivate and maintain effective relationships with regulators, business and industry stakeholders generally.
Represent Council at meetings, conferences and workshops where required in consultation with the Mayor.
Regularly visit all Council offices and depots to meet staff and inform personnel about key issues facing Council, service enhancements, and how Council is balancing growth, lifestyle and the environment.
Positively contribute to key regional planning forums, special interest groups and professional/industry bodies such as the Local Government Managers Association (LGMA) and the Local Government Association of Queensland (LGAQ).

Manage human resources fairly and effectively, in accordance with statutory requirements and contribute to staff recruitment, retention and resource adjustment as and when required.
Manage the recruitment, on-boarding, induction and performance management of senior leaders, and oversee performance reviews of employees more generally.
Ensure staff safety and wellbeing by providing thorough monitoring and training of Council’s safe working requirements and procedures. Additionally, ensure that any specific safety protocols related to operations or particular sites are clearly communicated and understood by all relevant personnel.
Provide oversight of investigations of any major safety or other contract compliance matters to ensure lessons are learned and better procedures and staff training are implemented.
Establish and refine staff structures, communication channels and decision-making delegations to ensure productive, efficient and accountable work practices and sound staff relations.

In conjunction with the senior leadership team, develop for Council approval and implement a professional and thorough approach to identifying and managing strategic and operational risks including business continuity, financial sustainability, fraud and corruption, and reputational risk.
Report to the Council on the management and mitigation of risks as required by the Enterprise Risk Management Policy and sound business practice.
Monitor the work of all senior executives and operations generally, to ensure that Council activities comply with legislative and regulatory obligations, contractual obligations, licenses/approvals and sound business management practices.
Lead compliance with the Work Health & Safety Act 2011, Work Health & Safety Regulation 2011, Codes of Practice and Council's WH&S policies and procedures. In addition, ensure active oversight of WH&S audits and ensure that any non-conformances are addressed and closed out.
Provide formal assurances to Council regarding the operation of the organisation and its activities required under legislation and by the regulators.

Ensure that Council has a well-developed and highly professional suite of Council policies and governance protocols, and that they are regularly reviewed in accordance with the Policy Framework.
Monitor Council’s financial position and financial performance and provide information and advice to the Council through well considered reports.
Ensure that an effective internal audit function exists, and that internal and external audit recommendations are implemented in accordance with identified timeframes.
Ensure that Council meets its statutory reporting requirements, for example, the Annual Report.
Attend Council meetings and report fully to the Council on progress against all strategic goals, major projects and key operational initiatives.
Work closely with the Mayor to ensure that the Mayor's legislative responsibilities are met.
Required Knowledge/ Qualifications
Hold a relevant tertiary degree, a proven background and demonstrated skill-set in organisation management, OR be able to demonstrate extensive senior management experience in leading large and complex organisations providing services to the community, including an expert knowledge of governance, strategic leadership, team culture building, staff management, financial management, customer service, continuous improvement, preferably within the local government sector.
Extensive experience in leading organisations in meeting significant service obligations to diverse communities involving regulatory and compliance requirements.
Extensive experience in dealing with stakeholders at senior levels in government, industry and community, and the capacity to work productively with Councillors, communities and local stakeholders.
Deep knowledge of corporate governance and the ability to provide high level advice to Council on financial, risk, people management, services, disaster management and business continuity.
Demonstrated high level leadership, organisational and people management skills and the ability to prioritise key objectives, build strong high performing cultures and manage change effectively.
Superior presentation, communication and representation skills and the ability to act as the public ‘spokesperson’ for Council if required by the Mayor.
