About the Role
Senior Manager Governance & Company Secretary
Reporting to the Chief Risk Officer and participating in the Risk Leadership Team, the Senior Manager Governance & Company Secretary is the governance custodian for WorkCover Queensland. The role is responsible for ensuring the Board and its Committees are supported to operate lawfully, efficiently, and with integrity, and that enterprise governance arrangements enable effective decision‑making, accountability, and public trust.
The role leads the end‑to‑end Board and Committee secretariat function and provides governance advice, administration, and records management. This includes planning and coordinating meetings and governance calendars, supporting Chairs and members, maintaining Board instruments and registers, and ensuring accurate and compliant governance records are produced and retained.
In addition to Board and Committee responsibilities, the role has primary accountability for the design, implementation, and ongoing uplift of WorkCover Queensland’s enterprise governance frameworks. This includes policy governance, delegations of authority and decision‑making arrangements, governance and compliance reporting, and the coordination of assurance‑related governance activities. The role works closely with senior leaders and corporate functions to embed governance requirements into business processes and organisational practice. The position is also responsible for stewardship of the organisation’s corporate insurance program
The role operates within the statutory and public‑sector context applicable to WorkCover Queensland. While it incorporates responsibilities commonly associated with a company secretary function, it does not support private‑sector company secretary activities such as shareholder engagement, corporate registry, or annual general meeting obligations. Instead, the focus is on meeting statutory, legislative, and whole‑of‑Government governance requirements.
A core emphasis of the role is the design, uplift, and embedding of foundational governance practices. The successful candidate will be a hands‑on, experienced governance practitioner who is comfortable operating at both strategic and operational levels able to work confidently with the Board, executives, and senior leaders, while also personally developing governance frameworks, processes, tools, and operating rhythms that support effective and ethical organisational performance.
Your Accountabilities
Leadership Accountabilities
Collaborate with stakeholders across the enterprise to advance the WorkCover vision, mission, culture, strategy and Business As Usual (BAU) outcomes.
Articulate the WorkCover vision, mission and strategy across the Risk portfolio, aligning priorities to foster connection and collaboration for team members.
Role model the WorkCover values demonstrating expected standards and reinforcing desired behaviours across the Risk portfolio.
Actively contribute to the Risk Leadership Team, to facilitate successful delivery of BAU outcomes, continuous improvement projects and transformation initiatives.
Role Specific Accountabilities
Board, Committee & Executive Governance: Provide end-to-end secretariat leadership and trusted governance advice to the Board, Committees and Executive, ensuring effective meeting management, sound decision-making, probity, and compliance with statutory and government requirements.
Enterprise Governance & Policy Frameworks: Design, maintain and uplift the organisation’s enterprise governance, policy and delegation frameworks to enable consistent, ethical and compliant decision-making across the business.
Corporate Insurance & Risk Transfer: Oversee the organisation’s corporate insurance program, including renewals, claims, broker management and executive reporting, ensuring coverage aligns with risk exposures and commercial obligations.
Statutory Compliance & Information Governance: Ensure governance arrangements, records management and statutory reporting obligations are met in accordance with legislation, whole-of-government requirements and information governance standards
Management Accountabilities
Implement the resourcing model for the relevant Governance & Company Secretary Team, ensuring it is tailored to meet organisational goals and effectively support operational needs.
Nurture a safe and inclusive team culture for the Governance & Company Secretary Team, promoting engagement and high performance in accordance with People Frameworks and policies.
Drive the development of critical skills within the Governance & Company Secretary Team, by implementing targeted training programs and providing coaching and mentoring to team members, ensuring alignment with organisational goals and individual growth.
Foster a culture of proactive continuous improvement within the Governance & Company Secretary Team, emphasising the optimisation of processes and the achievement of superior outcomes.
Lead the management of timely and accurate reporting for the Governance & Company Secretary Team, providing strategic insights and identifying key issues and opportunities to key stakeholders.
Develop trusted relationships with key stakeholders across the enterprise to facilitate the successful delivery of BAU outcomes, continuous improvement projects and transformation initiatives.
Develop trusted relationships with existing external partners, guiding the selection of appropriate partners and negotiating fair, transparent and commercial arrangements in accordance with Procurement frameworks and policies.
Proactively identify, assess, report, escalate and mitigate risk in accordance with the WorkCover Risk Management framework, controls, and policies.
Oversee the Governance & Company Secretary Team financial management, ensuring outcomes are achieved within budgets and scope adjustment are addressed.
Other Accountabilities
Act as the representative of the Chief Risk Officer at internal WorkCover Forums as needed.
Provide backfill support for the Chief Risk Officer as required.
Perform any other activities as required by the Chief Risk Officer to deliver transformation, continuous improvement or BAU outcomes.
Represent WorkCover at relevant industry events, ensuring adherence to the WorkCover Communication Policies.

Demonstrated expertise in board and committee governance within a statutory, public‑sector, or highly regulated environment.
Strong ability to interpret and apply legislation, whole‑of‑Government policies, and governance frameworks to real‑world decision‑making and organisational practice.
High level of skill in planning and delivering effective Board and Committee meetings, including agenda management, minute‑taking, resolution management, and action tracking.
Analytical capability to identify emerging governance, compliance, and insurable risks, and to escalate and advise appropriately.
Qualifications & Experience
Tertiary qualification in Governance, Law, Business, Public Administration or similar discipline with post graduate qualifications highly regarded.
Deep knowledge of the financial services sector, with a strong grasp of commercial, regulatory, and socio-political factors influencing Workcover and its stakeholders.
Significant experience (minimum 5 years) in a board secretary and enterprise governance roles, preferably within a statutory authority, government entity, or regulated organisation.
Sound understanding of Queensland public‑sector governance and accountability requirements, including statutory boards and committee arrangements.
Demonstrated hands‑on experience leading or delivering:
Board and Committee secretariat functions
Policy governance frameworks
Delegations of authority and governance instruments
Governance and compliance reporting
Experience managing or supporting a corporate insurance program is highly desirable.
