Head of Product and Actuarial

Reporting to the Chief Financial Officer and participating in the Product and Actuarial Team, the Head of Product and Actuarial is a critical role that enables our vision to be the best workers' compensation insurer and make a positive difference to people's lives. This is a key role to enable and support WorkCover delivery on its aspirations and strategic roadmap of project and transformation.  

Specifically, the role is responsible for managing the following four teams: pricing and compliance analytics, business insights and actuarial, premium support and strategy, and customer audit and intelligence. As head of the function the role:

  • Leads and manages a highly skilled analytical team, driving sophisticated modelling, projections, and predictive analytics to optimise insurance risk assessment and support the external actuary complete their valuation and annual pricing review.

  • Shapes the product and actuarial function to ensure seamless integration of financial, operational, data and insights, enabling informed decision-making for key customers and stakeholders.

  • Provides oversight over the annual product revenue cycle implementing WorkCover’s annual premium operational and strategic plans and policy

  • Collaborates with senior leadership, regulators, and industry stakeholders to align actuarial insights with broader organizational objectives, reinforcing market positioning and long-term strategy.

  • Leverages actuarial expertise, data science, and advanced analytics to enhance operational performance, risk mitigation, and enterprise-wide financial sustainability.

  • Ensures business customers pay fair and equitable premiums to ensure the integrity and sustainability of the scheme.

  • Provides key leadership, support and analytical advice on product and scheme design and strategy

Your Accountabilities

As the Head of Product and Actuarial, you will:

  • Act as the trusted advisor for the CFO on operational and strategic matters on all product and actuarial aspects of WorkCover’s insurance business, including the operating model, identification of operational challenges, risks and opportunities.

  • Deliver strategic analysis to interpret complex insurance data, identify emerging trends and risks, and assess potential impacts on business operations and market positioning for inclusion in Board and executive formal reports.

  • Lead product and actuarial functions with a focus on financial integrity, regulatory compliance, and robust business case evaluations, ensuring alignment with organisational objectives.

  • Champion continuous improvement in product and actuarial processes, enhancing operational efficiency, data accuracy, and enterprise-wide reporting capabilities.

  • Foster strong partnerships with internal and external stakeholders (in particular the scheme Regulator and the State Actuary), ensuring clear, transparent communication of financial performance and compliance requirements.

  • Lead the annual accident and non-accident premium pricing operations and strategy, leveraging advanced analysis of the pricing system to uphold fair and equitable premium distribution.

  • Develop and implement WorkCover’s premium strategy across all products.

  • Provide expert advice on premium matters to internal and external stakeholders.

  • Manage self-insurance scheme transitions, including actuarial coordination, review and advice, data transfers, regulatory engagement, and legislative compliance.

  • Co-ordinate the annual premium Gazette review and publication.

  • Liaise with the Workers’ Compensation Regulator on premium reviews and related issues.

  • Direct and provide key support in the analysis and investigation of claims and other experience related data, providing strategic insights to drive informed discussions and decision-making.

  • Leads and manages to optimise actuarial and premium pricing modelling. Provides critical insights and technical support to both the internal actuarial team and external actuaries, enabling outstanding claim valuations, experience analysis and informed annual pricing reviews.

  • Monitor, evaluate, and report on the effectiveness of audit and compliance activities, leveraging insights to inform strategic direction, education initiatives, and scheme integrity.

  • Strengthen relationships with key stakeholder groups and industry bodies, promoting employer education and WorkCover’s role through presentations, engagement, and strategic outreach.

Leadership Accountabilities

  • Role model and embed the WorkCover culture and values, holding yourself and others to high standards and providing recognition and/or constructive feedback as appropriate.

  • Participate in the Senior Leadership Team, collaborating and influencing across the enterprise to deliver the WorkCover vision, strategy and culture.

  • Participate in the Finance Senior Leadership Team, providing input to shape and deliver the transformation initiatives, continuous improvement projects and Business as Usual (BAU) outcomes in alignment with the Work Cover strategy and roadmap.

  • Shape the strategic priorities for the Product & Actuarial Portfolio, ensuring team members understand how their contribution connects to the WorkCover and Product and Actuarial strategy.

  • Shape the resourcing model for the Product & Actuarial Portfolio, ensuring an optimal mix between in-house, external and/or outsourced options (if appropriate), whilst building internal capability for critical skills.

  • Provide thought leadership and advice to the Board, Executive Leadership Team, CFO, and Senior Leadership Team in relation to strategic priorities for the Group, including emerging trends, risks and opportunities.

  • Position the Premium Support and Strategy team within WorkCover’s operational strategy in a manner that balances WorkCover’s commercial and financial control mandate with customers statutory obligations on premium.

  • Ensure the Customer Audit and Intelligence team is strategically aligned with the Product and Actuarial portfolio, fostering collaboration and capability development across analytical and compliance functions.

Management Accountabilities

  • Nurture a safe and inclusive team culture for the Product and Actuarial portfolio, promoting engagement and high performance in accordance with People Frameworks and policies.

  • Drive the development of critical skills within the Product and Actuarial portfolio by implementing targeted training programs and providing coaching and mentoring to team members, ensuring alignment with organisational goals and individual growth.

  • Foster a culture of proactive continuous improvement within the Product and Actuarial Portfolio, emphasising the optimisation of processes and the achievement of superior outcomes.

  • Lead the management of timely and accurate reporting for the Product and Actuarial portfolio, providing strategic insights and identifying key issues and opportunities to key stakeholders.

  • Develop trusted relationships with key stakeholders across the enterprise to facilitate the successful delivery of transformation initiatives, continuous improvement projects and BAU outcomes.

  • Proactively identify, assess and mitigate risk in accordance with Risk Management framework and policies.

  • Execute risk activities within controls, ensuring adherence to risk guidelines, and report and escalate issues while suggesting potential solutions.

  • Oversee the portfolio's financial management, ensuring outcomes are achieved within budgets and scope adjustment are addressed.

Other Accountabilities

  • Act as the representative of the Chief Financial Officer at internal WorkCover Forums as needed.

  • Represent WorkCover at relevant industry events, ensuring adherence to the WorkCover Communication Policies.

  • Provide backfill support for the Chief Financial Officer as required.

  • Perform any other activities as required by the Chief Financial Officer to deliver transformation, continuous improvement or BAU outcomes.

    • Exceptional communication and stakeholder management skills, with the ability to effectively engage and influence Executives and Board members.

  • Qualifications & Experience

    • Tertiary qualification in business, actuarial science or similar discipline essential.

    • Post graduate qualifications in actuarial studies / membership of the Institute of Actuaries (or equivalent) essential.

    • Proven expertise in overseeing the strategic management of product and actuarial functions, ensuring compliance with regulatory frameworks and governance standards.

    • Deep knowledge of the financial services sector, with a strong grasp of commercial, regulatory, and socio-political factors influencing Workcover Queensland and its stakeholders.

    • Exceptional capability in developing and implementing actuarial and statistical models for forecasting, data analysis, and predictive insights.

    • Strong analytical acumen in evaluating complex policy and legislative frameworks, contributing to strategic development and decision-making.

    • Demonstrated expertise in mathematical and statistical analysis, policy formulation, and survey design to support data-driven strategies.

    • Proven leadership in guiding high-performing, cross-functional teams, including senior executives, through complex business transformations and capability enhancements.

    • Extensive experience in developing strategic position papers and influencing executive and board-level stakeholders to align on direction and drive business outcomes.
