About the Role

Senior Executive Director - Strategy, Policy and Legislation

As the Senior Executive Director, Strategy, Policy and Legislation you will provide high-quality advice and information to the Director-General, Minister, and other members of the department’s Board of Management on matters relating to youth justice legislation; strategic policy; performance reporting; program management and monitoring. This includes leading a team to prepare Cabinet and Cabinet Budget Review Committee submissions and briefing material and supporting the Minister in the preparation and passage of significant legislative reforms.

The position requires extensive inter-agency collaboration to drive and influence system level reforms throughout the criminal justice system; and engagement and leadership across a range of government agencies, non-government service providers, community-controlled organisations, oversight bodies and diverse stakeholder groups. The position also requires extensive internal consultation and engagement to ensure the effective collaborative design and implementation of Government priorities.

The position requires a person who will take personal responsibility for serving the Government of the day and meeting the needs of the people and communities of Queensland. As an executive, you will work towards a system of world class service delivery and public sector management.

You will have a record of success as a leader in a large and complex organisation with outstanding leadership ability. You will have extensive experience across the public, private and/or not-for-profit sectors and you will have a strong background in strategic policy and legislative reform and implementation, service delivery, and customer service. You will have a proven track record as an agent of change in challenging environments and in fostering a confident, capable, diverse and inclusive workforce.

Key responsibilities

As the Senior Executive Director, Strategy, Policy and Legislation you will specifically

  • Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.

    • Provide high-quality advice and information to the Director-General, Minister and other members of the department’s Board of Management on matters relating to youth justice legislation; strategic policy; and performance reporting.

    • Provide executive leadership and direction in the development of strategic policy and legislative reform to support the delivery of government priorities and to deliver strong community safety outcomes for Queensland.

    • Lead and drive a collaborative inter-agency and cross-sector approach to policy development: understanding system-wide impacts; and building consensus, initiatives and solutions with key partners and stakeholders, in order to realise strong community safety outcomes for Queensland.

    • Provide strong and system-wide policy thought leadership, with a clear future-focus, to the organisation’s senior leadership.

    • Productive relationships with other government agencies, stakeholders, peak and representative bodies and industrial organisations and internally with areas with operational responsibility to ensure that programs and services are high quality and that emerging issues and trends and opportunities for improvement and innovation are identified.

    • Actively participate in and, where appropriate, support high level forums and committees with government and non-government stakeholders.

    • Develop and implement processes to monitor and implement key deliverables and milestones to deliver Government priorities.

    • Drive practices and work collaboratively across the government, non-government and private sector, to implement the department’s strategic direction ensuring it is aligned with the Government’s objectives and commitments.

    • Provide high level and specialist advice and information to the Director-General and Minister along with other members of the department’s Board of Management on program management and monitoring; research and evaluation; and data linkages across the sector.

    • Provide superior and decisive workforce leadership, ensuring that management and the strategic policy and legislation workforce has the capability to deliver efficient, open and accountable, and best practice youth justice, reform and strategic policy services.

    • Ensure excellence in policy evaluation, assessing success with a systems-wide perspective.

    • Actively contribute as a member of the department’s Board of Management in developing an inclusive, diverse and collaborative culture, ensuring a high standard of accountability and performance.

    • Ensure that an environment of ethical decision-making exists and is maintained as the context of achieving organisational goals.

    • Foster a culture of best practice and co-design within a high-performing, high-quality, outcomes-focused environment.

    • Effective oversight and monitoring of the division’s budget and resourcing in accordance with statutory responsibilities, Government decisions and guidelines, and departmental policies and procedures.

    • Effective oversight of Government’s long-term investment in youth justice programs, services and facilities.

    • Ensure that Strategy, Policy and Legislation contributes to the achievement of the department’s purpose and priorities, and its statutory and other accountabilities.

    • Facilitate organisational capability uplift in evidence-based policy development, leading and shaping new ideas and facilitating innovation to meet anticipated challenges and realise future opportunities.

    • Contribute to building and sustaining cultural capability, to support the vision and strategic objectives of the department.

    • Demonstrate behaviours that reflect public service values and ethics.

    • Plan, organise and manage the division’s responsibilities, including fostering a professional environment that values performance, ethical behaviour, staff wellbeing, capability development, professional growth, continuous improvement and best practice outcomes.

    • This role has Statutory, Human Resource Management and Financial delegations in accordance with the relevant delegation schedules.

    • This position is accountable to the Deputy Director-General, Youth Justice, is part of the Executive Leadership Team and has seven direct reports.

Role Specific Requirements

  • You understand the impacts of historical and contemporary policy and practices upon Aboriginal and Torres Strait Islander peoples. You have a demonstrated ability to engage and communicate effectively, and with humility, with Aboriginal and Torres Strait Islander peoples.

  • Travel: while the position is based in Brisbane, travel to regional centres and other offices will be required from time to time. This may include overnight stays.
