Development of a Holistic EVP for a State Government Department

 

The Brief: 

Luminary was recently engaged to assist a government department with crafting their Employee Value Proposition (EVP). The department faced significant strategic challenges and talent risks, which included a critical skills gap across the department, difficulty in attracting and retaining talented individuals, lack of workforce diversity and insufficient resources and capacity to achieve its strategic objectives. In response to these issues, the department recognised the urgent need to develop and deliver a strong EVP that would establish it as an employer of choice for both current and future employees.

 

 The Solution: 

As part of the project, Luminary engaged with a wide cross section of leaders and employees across the department, so we could craft an EVP that was a true and genuine reflection of the culture of the department.  We undertook a comprehensive design and development approach which included:

  • An in-depth review of the department’s people and culture P data, documents and insights

  • Competitor analysis and benchmarking

  • EVP surveys with all employees and leaders

  • Face to face and online workshops with a cross section of employees and leaders

  • The development of an EVP Roadmap which outlines the key pillars and elements of the EVP, including taglines, key messages and strategies to bring the EVP to life across the various stages of the employee lifecycle

  • The development of an EVP Toolkit which contains specific examples of how the department could articulate and bring the EVP to life

The Result:

As a result of this project, the department now has a holistic EVP which when brought to life and implemented, will address the department’s strategic challenges and talent risks and lay the foundation for a sustainable and dynamic workforce, capable of meeting current and future strategic objectives. The department is on the way to positioning itself as an employer of choice, ready to navigate the complexities of today’s labour market and organisational demands.
